This position is responsible for formulating, guiding, and advising the management and development of enterprise architecture and enterprise governance concepts and requirements for the World-Wide Integrated Coalition Command, Control, and Intelligence (C2I) Platform. The incumbent serves as the senior advisor and related subject matter expert (SME) for Mission Partner Environment (MPE) Executive Agency Operations, and advises and assists the Director in supporting DoD leadership with respect to such the World-Wide Integrated Coalition C2I Platform. The incumbent advises the Director, MPCO, and DoD leadership on emerging requirements, executive agency operational management planning and governance, programs, and operations in direct support of National Security objectives. The incumbent identifies emerging technologies and new applications for existing systems to improve World-Wide Integrated Coalition C2I flow to and among mission partners and supports issues and recommends strategic program plans, funding profiles and staffing requirements to optimally support. The incumbent exercises delegated managerial authority to set annual and multi-year plans, schedules, and goals for the MPE World-Wide Integrated Coalition C2I program management process, determines where emphasis should be placed, and how best to utilize resources to include realignments to address shortfalls or satisfy priority needs. Establishes and sustains working relationships to identify and resolve issues involving Intelligence Community and Interagency programs with congressional staff, key military and civilian official in the DoD; other Federal Departments and agencies; the Joint Chiefs of Staff, Service Components, Combatant Commands, and Combat Support Agencies, foreign military allies, local, state, and tribal governments, non-governmental organizations, and private entities.

  • The incumbent will be required to be available for other than normal duty hours to include weekend to support exercises and crisis planning.

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the CES cadre not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

A. SPECIALIZED EXPERIENCE: Candidates must have one year (1) specialized experience at the next lower grade (GS-15/GG-15/Pay Band 4/5) or equivalent or specialized experience obtained in the private sector related to the duties of this DISL position.

B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ.1 Mastery knowledge of Joint and combined operational doctrine, CIO, and DoD organizational relationships at all levels, and management and execution of sensitive intelligence, operational support and technology resources.

TQ2. Advanced program management skills, with in-depth knowledge across a spectrum of acquisition of Information Technology programs and skill in conducting cost-benefit analysis, analysis of alternatives, and risk assessments.



Additional information

Education: A master's or advanced degree in a related technical or professional discipline is highly desired.

Certification: Information Assurance Management level III is highly desired. Certified Information Systems Security Professional (CISSP) is highly desired. Project Management Professional is highly desired.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The following conditions of employment apply: This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS) and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101 and under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotions or removal.

A Joint Duty Assignment (JDA) Program certification is desired Joint duty credit is awarded by serving at least 12 months in an Intelligence Community (IC) agency, an organization outside the IC, or joint organization at the pay grade or rank of at least GG/GS-13 beginning after 11 September 2001. In addition, individuals deployed for 179 days or more to a designated combat zone will satisfy the 12-month minimum requirement [or 179-day deployment] so long as that minimum requirement is met within a 24-month period. Relevant military, professional, technical, managerial, and/or leadership experience outside the IC may qualify as the equivalent of a JDA. In addition, a waiver for the Joint Duty Credit may be considered if there are no highly qualified alternative candidates with JDA Program certification.

Joint Duty Assignments, Joint IC Duty certification is a prerequisite for appointment to senior executive, senior professional, and DCIPS positions classified above GG grade 15.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated against the foregoing qualification requirements. Failure to meet any one of the mandatory technical qualification standards will eliminate a candidate from further consideration. A screening panel will evaluate the candidates for this position composed of a diverse mix of senior executives selected for organizational and/or functional backgrounds relevant to this position. The panel members will individually review each of the applications in terms of the qualifications criteria contained in this announcement. The qualifications stated are the minimum requirements of the position to be Qualified, a rating schedule will be applied by a screening panel to determine which candidates are considered to be Best Qualified. Then, they will meet to discuss each application, and reach a consensus decision as to the best qualified, qualified or not qualified candidates. The panel will interview all of the best-qualified candidates based upon consistently applied criteria. The panel will then make a recommendation of those best-qualified candidates who should be referred to the selecting official, in priority order. Final selection of a candidate is contingent upon USecAF approval.
