Summary

This position is located at Departmental Offices,Domestic Finance-Community Development Financial Institutions Fund. As a Financial Strategies and Research Manager, you will be promoting economic revitalization and community development primarily through investment in and assistance to Community Development Financial Institutions (CDFIs) and Community Development Entities (CDEs) serving distressed communities throughout the United States.

As a Financial Strategies and Research Manager, you will:
- Ensure that the most suitable research methodology and statistical tools are utilized to quantify, measure and understand community development financial institutions and financial industry trends, problems, phenomena and relationships.
- Apply a knowledge of Federal, OMB, Treasury and CDFI Fund regulations, requirements and policies.
- Design, direct, lead and/or conduct quality assurance and performance monitoring studies, assessments and other program evaluation and analysis functions in order to ensure program effectiveness and compliance.
- Prepare formal reports on the adequacy of CDFI Fund programs and services and compliance with legal and regulatory requirements.
- Present research, study and analytical findings in the areas affecting community development financial institutions and the financial industry.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience for the GS-15: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:

    - Experience managing and leading a research office; AND
    - Experience in research and analysis in the area of community and economic development; AND
    - Experience writing reports; AND
    - Experience managing an automated reporting and data collection systems (i.e. using Statistical Analysis System (SAS) or STATA software, Structured Query Language (SQL), R or comparable software for data manipulation and statistical analysis); AND
    - Experience developing and presenting materials to the public.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    There will be a two-phased process.

    Phase 1: Your application will be evaluated in the following areas: Specialized experience, technical, teamwork, and communication. Category rating will be used to rank and select eligible candidates. Depending on your responses to the online questions regarding your qualifications, experience, education, and training related to this position, you will be assigned to one of three quality level categories, A, B, or C. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application. Your application may be reviewed by a Subject Matter Expert.

    Phase 2: If you have self-certified that you have met the minimum qualification requirements and your assessment scores high enough in Phase 1, you will receive an email containing additional information about Phase 2. If you move on to Phase 2, you will receive instructions for completing narrative response questions. Please be sure to allow sufficient time to complete the questions before the close date of the second announcement. Failure to complete the narrative questions will result in an incomplete application and no further consideration will be given. Your responses will be rated and ranked into categories, A, B, or C, by a Subject Matter Expert (SME) to determine your level of proficiency.
