Responsibilities

Maintenance Worker primarily serves as the Facility Maintenance Worker for the Culpeper National Cemetery. The incumbent performs a variety of tasks involved in the upkeep of buildings, grounds, ponds, and related structures, fixtures, and utilities. Determine the needs of the equipment: preventative maintenance, repetitive repairs. Other duties include repairing, maintaining cemetery buildings, structures, sidewalks, roads and various operating systems, including heating and air conditioning, electrical, irrigation, plumbing and water. Duties will also include those associated with the Cemetery Caretaker responsibilities, operating a motor vehicles, commercial tractors with attachments, mowers, trimmers, 5 yard dump trucks, forklifts, utility vehicles, chain saws, wood chippers, and tillers.

Contracting Offer Representative duties include reviewing of contract specifications, inspection of contractors' work, and evaluates, administers, makes suggestions related to the assigned contracts and plans and carries out work assignments according to preventive maintenance schedules per COR schedule

Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,10/21/2021.

Your background must demonstrate work involved in a variety of general maintenance trades including, but not limited to, carpentry, electrical, masonry, plumbing, concrete, asphalt, roofing, etc.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C ( www.opm.gov/qualifications/x-118c ).

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is vigorous and requires working in uncomfortable positions when performing maintenance and operating vehicles and equipment. The position requires frequent walking, bending, stooping and pulling. Incumbent must use full range of upper and lower extremities. Stamina, dexterity and perseverance required in all aspects of duties. While performing grounds maintenance tasks, the incumbent is required to be mobile, pushing a lawn mower and operating a weed eater ins some cases, a week at a time. Incumbent must have the ability to lift up to 50 pounds, and often 100-130 pounds with assistance to carry headstones and placing casketed remains.

Working Conditions: Work is performed outside in all types of weather conditions and tasks cannot be deferred under adverse weather conditions. Employee is exposed to sun, wind, rain and contact with dirt, mud, dust and water. During inclement weather, cemetery grounds are extremely hazardous with steep slopes and roads; at times, icy conditions may create slippery surfaces such as roads/walkways that can lead to slips and falls. Due to a significant factor of equipment turnover, extreme caution in all activities and equipment operation must be exercised. Incumbent is subject to possible physical injury from operating equipment and from handling heavy items. May make repairs or installations from ladders or platforms or where the work is in hard to reach locations. This requires the employee to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions.
