Responsibilities

  • Design, develop and conduct training needs assessments to determine the requirements for either the revision of existing instructional systems or the development of new training material, using a variety of techniques.
  • Apply systematic instructional systems design (ISD) approach for designing, developing, implementing, and evaluating training.
  • Serve as the Project Manager for the design, development, and implementation of various programs and seminars.
  • Analyze learning problems; determine the learning objectives and associated task with learning relationships; cluster instructional events; organize course content, develop instruction design plans, select teaching strategies using appropriate models, and develop course plans using this information.
  • Solve unique and complex problems which require conceptual and innovative thinking to develop solutions.
  • Develop technology-based learning solutions using curriculum/instructional software.
  • Manage the Learning Management System (LMS) and/or curriculum management systems, deploying new internally developed web-based courseware on the learning management system and evaluating the effectiveness of web-based and other technology-based applications for instructional integrity.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Qualifications

This position has a basic education requirement. All applicants must meet the Basic Requirement and the Specialized Experience Requirement in order to qualify for the position.

For the GS13: You must have one year of specialized experience at the GS-12 level in the Federal Government (or equivalent). Specialized experience includes:
  • Applying instructional design knowledge to difficult and complex work assignments in order to provide significant and innovative recommendations for advancing the training program.
  • Developing and implementing required training strategies in accordance with short and long-term goals.
  • Determining the requirement for specific courses and their relative priority in view of time and resources available, projected schedules, and relationship to the objectives of the total training program.
  • Providing expert guidance, consultation and advisory services to management and employees on a full range of questions regarding agency and Federal training policies.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS 13 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a basic education requirement. All applicants must meet the Basic Requirement and the Specialized Experience Requirement in order to qualify for the position.You must have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. The course work must have included study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Additional information

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
