Summary

This position is located in the Office of VACO, IT Asset Management, VACO Campus IT Services (VACO CITS), Office of Information and Technology. The incumbent serves as an Inventory Management Specialist to VACO Campus. VACO Campus IT Asset Management Office oversees and is the primary point of accountability for all IT assets throughout the 48 VACO Campus buildings, virtual employees and remote employees assigned to the VACO campus.

This is a bargaining unit position.

Work Schedule
: Monday-Friday, 8:00 am-4:30 pm
Compressed/Flexible Schedule: May be available with supervisor approval.

Physical Requirements: The work is sedentary and does not require any special physical effort. Duties may require lifting and carrying computer equipment such as monitors, printers, etc.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-9/11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Major Duties:
  • The Inventory Management Specialist will participate in the execution and planning of assignments in the areas of IT assets (computers, property and supplies).
  • Review, evaluate and make recommendations regarding development of policies, methods, strategies and effectiveness of the Inventory Management Program.
  • Participate and make authoritative recommendation in the development and maintenance of policies, standards, processes, systems and measurements that enables VACO to manage its IT assets with respect to risk, cost, control, IT Governance, compliance and performance objectives.
  • Participate in the analysis, development, and short, mid and long range planning in support of the VACO Campus inventory management program.
  • Analyze past requirements and determine appropriate stock levels, taking into consideration projected support needs and budget restrictions.

Per Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not usually be part of the employee's position is creditable; however, the experience is considered creditable when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignments. The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties. The employee should be able to locate this documentation in their official personnel record. To receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate and official documentation of such experience as indicated above.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your education/experience, as described below:

For the GS-9 level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience includes experience in Identifying and categorizing all government owned equipment and gaining control of the inventory by enhancing the performance of assets and the life-cycle management; working with the Inventory Management Program coordinators and procurement staff on purchasing new equipment based upon determined requirements; and reviewing all supply listing in order to track equipment and to ensure correct status; and researching and reconciling discrepancies to adjust the inventories as required to ensure that accounts are in balance.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts Required)

A combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. (Transcripts Required)

For the GS-11 level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience includes Experience planning of assignments in the area of IT equipment, computers, property and supplies; and conducting audits of IT equipment, computers and property and supplies to ensure proper accountability; and reviewing and make recommendations regarding the effectiveness of an Inventory Management Program by managing the physical components of workstations, laptops, monitors, printers, and associated network telecommunication equipment from acquisition to disposal; and maintaining records pertaining to IT equipment computers and supplies to prepare related reports.

Participates and makes authoritative recommendations in the development and maintenance of policies, standards, processes, systems and measurements that manage IT assets with respect to risk, cost, control, IT governance, compliance, and performance objectives. Provides technical guidance to lower graded specialist and management officials in the area of inventory management. Evaluates the inventory program using qualitative and quantitative methods and make recommendations for improvement in efficiency and effectiveness..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
