Summary

The Office of Financial Management (OFM) administers the financial management and budget functions of the SEC. The office assists the Chief Operating Officer in formulating budget and authorization requests, monitors the utilization of agency resources, and develops, oversees, and maintains SEC financial systems.

Office of Financial Management is looking for to fill an Assistant Director for Planning and Budget position.

Responsibilities

Typical duties of this position include:
  • Providing direction and executive leadership for the Office of Financial Management.
  • Directing the work of the assigned branches through subordinate supervisors. Exercising delegated supervisory authority in the establishment and issuance of technical and administrative guidance.
  • Researching and interpreting federal budget and financial management laws and regulations, policies, and procedures to advise on intent and application of concepts and principles to situations.
  • Drawing conclusions and providing recommendations and implementing guidance on a range of alternatives to resolve issues.
  • Identifying ways to improve or enhance current practices and programs to ensure that workforce is effective in meeting business objectives.
  • Independently planning, designing, and carrying out programs, projects, and studies.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT: SK-17: Applicant must have at least one year of specialized experience equivalent to at least the GS/SK-14 level: (1) Applying professional knowledge of budget regulations, appropriations, monitoring and reporting on the agency's financial condition; (2) Developing alternative budget strategies based on economic change and fiscal conditions; (3) Requesting supporting agency long-range goals and multi-year program plans; (4) Interpreting regulatory policies and OMB Guidance; and (5) Preparing technical briefings on results of findings.
