Summary

Responsibilities

The position will serve as a Financial Analyst within one of the divisions of the Office of Budget & Programs (ABP). The Office of Budget and Programs (ABP) develops FAA budget requests and provides budget justifications to the Department of Transportation Budget and Performance Office, the Office of Management and Budget, and various House and Senate committees.

Performs basic but progressively more difficult assignments under the close direction of a manager, project/program manager, team leader, or more experienced professional. Typically acts as a member of a team for projects/programs within a defined area of responsibility. Applies basic knowledge applicable to his/her discipline and limited experience to accomplish assignments.

Provides support in the formulation of budget requests by gathering, extracting, reviewing, and consolidating a variety of narrative information and financial and statistical data. Assists in the development of materials that communicate and present quantitative and qualitative analyses, results and findings to key stakeholders; including FAA executives.

Monitors and tracks the execution of financial plans. Prepares reports and performs other technical tasks in support of budget and financial management functions. Assists in developing financial models for use in financial or statistical analysis and forecasting. Conducts research on legislation and applies policies and procedures to identify problems on FAA appropriations.

Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments. In some specialties, may have contacts with customers and other external parties on routine matters such as gathering information, explaining financial guidance, and discussing customers' requirements.

Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality. Work activities typically support the work of other employees and contribute to activities of the organizational level.

Qualifications

Qualified applicants must demonstrate in their resume possession of at least three (3) years of progressively responsible GENERAL EXPERIENCE, one (1) year of which was equivalent to at least the FV/FG/GS-4, that demonstrates the ability to: 1) Gather and analyze financial data, reconcile financial statements, and other financial records, (2) work with others in support of meeting organizational objectives and goals, (3) translate financial information and concepts to individuals and groups through different forms of communicating and (4) conduct financial analyses using advanced functions in Microsoft Excel.

This is a Gateway position in the Pathways Program. This program provides an entry-level developmental experience with the potential to lead to a career in the Federal Government after successfully completing two years under the Program. Upon successful completion of the developmental program, Recent Graduate appointees may be non-competitively converted to a permanent position without further competition.
