Summary This position is located in theNational Travel and Tourism Office (NTTO), Industry and Analysis (I), International Trade Administration (ITA). Responsibilities Serves an economist for travel-related subject matter for the National Travel and Tourist Office (NTTO). The National Travel and Tourism Office plays a leadership role measuring the economic impact of the travel and tourism industry (including domestic travel as well as international travel to and from the United States). The incumbent will assist the Research Team lead with the development and interpretation of economic data that measures and analyzes the state of travel and tourism to and within the United States. The incumbent will produce, interpret and manage primary US government travel and tourism statistics; analyze large, complex datasets; prepare quantitative analyses as it relates to domestic and international travel to and from the United States; produce analytical reports and visualization products utilizing statistical and /or data management. Duties include: Producing analytical reports and visualization products utilizing statistical or data management software, specifically Excel and Power BI software; and manage statistical content on the NTTO website. Responsible for working with senior NTTO economists to produce, interpret and manage primary US government travel and tourism statistics; analyze large, complex datasets; prepare quantitative analyses as it relates to domestic and international travel. Working with the Deputy Director to defines the organization's goals in accordance with the Department of Commerce, International Trade Administration Senior Management and Congressional priorities. Possess a bachelor's or higher degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (Must provide transcripts) B. Possess a combination of education and experience--courses equivalent to a major in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or plus appropriate experience or additional education. (Must provide transcript) - AND- SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations eg, professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify at the GS-09 level:SPECIALIZED EXPERIENCE: GS-09: You qualify for the GS-09 grade level if you possess one year of specialized experience, equivalent to the GS-07 grade level in the Federal government, performing the following duties: * Assisting with research and analysis on economic, trade, competitiveness or political issues relating to countries services exports;* Assisting with evaluation the competitiveness of travel and tourism sector or services exports including economic, market and other factorsaffecting trade within an industry or geographic area -OR- SUBSTITUTION OF EDUCATION:two full years of progressively higher level directly related graduate education leading to a master's degree or master's or equivalent graduatedegree -OR- or a combination of the required experience and education for this grade level. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing the following duties:* Assisting with research and analysis on economic, trade, competitiveness or political issues relating to countries services exports;* Assisting with evaluation the competitiveness of travel and tourism sector or services exports including economic, market and other factorsaffecting trade within an industry or geographic area; and* Participating in the development of concise but comprehensive position papers for the purpose of informing your superiors or recommendinga course of action. -OR- SUBSTITUTION OF EDUCATION: three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, eg LL.M. at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to conduct the work of this position; -OR- or a combination of the required experience and graduate level education for this grade level. The physical worksite for this position is located in Washington DC However, the International Trade Administration is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval.
