Summary As a Human Resources Specialist (Labor Relations) at the GS-0201-13, you will be part of Employee Services, Office of Personnel Management. If selected, you will be responsible for conducting broad studies which analyzes the impact of collective bargaining on personnel management, reviewing and recommending changes to proposed legislation and Government-wide regulations involving conditions of employment. Responsibilities Develops guidance and policy on sensitive and complex issues involving a large number of employees, potential serious impact on the organization's mission, and the requirement to meet and deal with all levels of management. Provides advice and guidance on the full range of labor relations actions, including unfair labor practice (ULP) changes, clarification of bargaining unit and impasse. Assures that the union is conferred with on appropriate matters and works with both union and management officials to resolve problems as informally as possible. Requirements Conditions of Employment Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy. As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (eg, telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. Must be a US Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required Qualifications For the GS 13: You must have one year specialized experience at the next lower grade level (GS-12) or equivalent in the Federal Service (or equivalent) which includes providing advisory services on federal labor relations laws, executive orders, regulations, decisions, principles, practices, and techniques to management officials; researching legal issues in the area of federal labor relations that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate courses of action to resolve problems; applying keen knowledge of principles and methods used in collective bargaining, complex negotiating strategies, interest/positions, and dispute resolution to support management positions during the process; communicating both orally and in writing to persuade, guide, counsel, question, respond to, and convey decisions on complex situations. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
