Responsibilities

If selected for this position, you will join a well-respected team that is responsible for the articulation, development, and promulgation of policy which
comports with the overall goals of the United States Attorney's Offices (USAOs), Executive Office for United States Attorneys (EOUSA), and Department of Justice (DOJ), and provides management support, resources, guidance, information, and direct services to the USAOs in a variety of program areas such as national security, fraud, cybercrime, immigration, civil litigation, elitigation, human trafficking, civil rights, victim-witness issues, domestic violence, Native American issues, asset forfeiture, money laundering, financial litigation, bankruptcy, violent crimes, and controlled substances. Typical work assignments will include:
  • Conducting special studies that evaluate productivity, effectiveness, and efficiency of various legal programs to ensure that Legal Programs provides maximum service to the USAOs while simultaneously maintaining cost efficiency, regulatory compliance, and responsiveness to EOUSA's mission.
  • Analyzing EOUSA policies, procedures, objectives, and resources.
  • Identifying problem areas or procedures which require clarification or revision, or activities which can be more efficiently and effectively carried out.
  • Gathering data, conducting surveys, analyzing information, formulating conclusions, presenting alternative courses of action, planning and tracking expenditures, and conducting mid-year and annual financial program reviews.
  • Developing new or modified policies, procedures, and directives to guide operations and improve organizational efficiency and productivity.
  • Carrying out projects that involve working with other EOUSA staffs and leadership, other DOJ components and leadership, and the USAOs.
  • Assisting with the development and dissemination of legal program policy materials, standard operating procedures, work measurement reporting, and work simplification systems.
  • Recommending operational goals, methods to utilize resources, and standard work measurement reports and forms.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

GS-12: To qualify for the GS-12, applicants must have at least one full year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as performing special studies that evaluate productivity, effectiveness, and efficiency of various legal programs to ensure maximum service while simultaneously maintaining cost efficiency, regulatory compliance, and responsiveness to component's mission; gathering data, conducting surveys, analyzing information, formulating conclusions, presenting alternative courses of action, planning and tracking expenditures, and conducting mid-year and annual financial program reviews; developing new or modified policies, procedures, and directives to guide operations and improve organizational efficiency and productivity; and recommending operational goals, methods to utilize resources, and standard work measurement reports and forms.

GS-13: To qualify for the GS-13, applicants must have at least one full year of specialized experience equivalent to the GS-12 level in Federal service. Specialized experience is defined as performing expert consultative services by conducting special studies that evaluate productivity, effectiveness, and efficiency of various legal programs; analyzing complex organizational processes in order to recommend significant improvements to critical processes and determines all available solutions or alternate methods of proceeding; and developing reports, correspondence, proposals, issue papers, and briefing materials to inform influential officials and groups on the results of review activities and investigations, including findings, supporting statements, conclusions, recommendations, statistical charts and graphs, as well as any additional comments and information necessary to portray operations of the activity under review.

Due to COVID-19, if selected, you may be expected to telework for an undefined period under the Department's evacuation authority, even if your home is located outside the local commuting area. Employees in this status may be notified of a requirement to report in person to the component workplace with an advance notice of not less than 30 days. Prior to a requirement to report to the workplace, employees may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the office's telework policy.
