Summary

The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.

Responsibilities

This position is located within the Department of the Interior Office of Surface Mining Reclamation and Enforcement, Office of Equal Opportunity in Washington, D.C.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Consults with Equal Opportunity Employment staff and Regional managers/supervisors to identify barriers and possible solutions.
2. Develops Affirmative Action Plans inclusive of the eight categories of analysis required by the department.
3. Works with Bureau Equal Opportunity Employment staff to develop and implement recruitment and minority higher education plans.
4. Performs research and provides quantitative and qualitative data in support of quarterly and annual reports mandated by the department and the U.S. Congress.
5. Serves as advisor to the Regional Director and articulates program policies, requirements, and procedures to managers, supervisors and employees; and serve as OSMRE's Disability Program Manager.
6. Participates in conflict resolution, case analysis, makes presentations, and negotiates/mediates settlement agreements.
7. Performs analysis, writing, and application of equal opportunity principles to identify and/or solve problems; investigating; counseling; or negotiating activities.
8. Establishes OSMRE-wide goals and developing action plans to carry out the requirements established by the U.S. Equal Employment Opportunity Commission (EEOC) as it pertains to Section 501, Affirmative Action Plan.

OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.

Salary Information
GS-13 Step 1: $103,690.00 - GS-13, Step 10: $134,798.00 per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements:
To qualify for this position you must meet the specialized experience for the series to which you are applying.

Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1): Experience conducting barrier analyses and extensive reviews of the organization's workforce demographics to identify and remove barriers that impede, limit and/or block hiring, development and advancement opportunities for individuals with disabilities and targeted disabilities; moreover, experience demonstrates knowledge of Disability Program Management and leading Affirmative Employment Program initiatives.
2): Experience comprehending, articulating and applying Equal Employment Opportunity laws, Federal Human Resources management concepts as it pertains to the Equal Employment Opportunity process (informal, formal and Alternative Dispute Resolution), position reviews, grievances and the appeals process.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.
