Summary

You will serve as the Cybersecurity Technical Director for both Afloat and Ashore Systems. Mission of the Technical Director for Cybersecurity Systems is to identify promising cybersecurity technologies, integrate them into an overall NAVSEA cybersecurity plan consistent with higher level cybersecurity guidance, apply resources toward maturing the best technologies, and capabilities and transition them to the fleet or other end users as rapidly and effectively as possible.

Responsibilities

  • You will initiate, manage and direct interdisciplinary systems engineering, research and development, and test and evaluation projects.
  • You will work in conjunction with NAVSEA Engineering Directorate (NSED) Deputy Warranting Officers (DWOs) and Technical Warrant Holders (TWHs), in support of ship and submarine systems and subsystems.
  • You will provide technical leadership, guidance and support to the cybersecurity research, development, test, and evaluation communities and direct operations research, cost effectiveness reviews, engineering studies, and requirements analyses.
  • You will be responsible for management and direction of assigned personnel and resources to assure that requirements, policies, goals and objectives associated with cybersecurity technology development and capabilities are complied with or achieved.
  • You will lead command-wide efforts to ensure Navy combat and weapon systems protect, monitor, detect, analyze, respond through disruption, degradation, deception, destruction and recover from unauthorized activity, vulnerabilities and cyber-attacks.
  • You will interpret external or upper level management policy and directives regarding systems engineering, project management, and administrative functions in order to implement cybersecurity compliance across all Directorate areas of responsibility.
  • You will manage the development and promulgations of internal policies, procedures, and standards for cybersecurity technology development and transition.
  • You will coordinate cybersecurity initiatives and requirements with senior officials and participates in the formulation of overall policies, goals, and objectives for the Directorate and Command.
  • You will function as an expert technical consultant with responsibility for cybersecurity technology development, and implementation supporting all Directorate technical and project areas in measuring accomplishments, results, and effectiveness.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Engineering (S) Level III. Certification is required within 24 months of appointment.
  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Demonstrated broad and substantial knowledge in Cybersecurity, Information Assurance, Risk Analysis, Vulnerability Testing, Program Protection, Supply Chain Risk Management, Communications Security, Information Security, and System Security Requirements Development as they apply to both afloat and ashore systems in support of the Navy mission, functions, and tasks of NAVSEA. Expertise in planning and managing complex systems development and support projects, particularly in the area of cybersecurity technology, involving interaction with a variety of organizations, laboratories, field activities and contractors.

2. Demonstrated broad and substantial technical knowledge in afloat Cybersecurity, Information Assurance, Risk Analysis, Vulnerability Testing, Program Protection, Supply Chain Risk Management, Communications Security, Information Security, and System Security Requirements Development and demonstrated ability to make clear technical and risk based decisions impacting numerous Navy afloat systems

3. Demonstrated broad and substantial technical knowledge of cybersecurity intelligence and offensive cyber operations with experience working with the intelligence community. Understanding of current and potential cyber security threats and assessing these issues at the command level. Must understand cyber threat and how they impact design, development, procurement, sustainment, and life cycle support of shipboard systems and capabilities.

4. Experience in advanced management and organizational functions, processes, principles, methods, and procedures used to gather, analyze, and evaluate information concerning management/program organizational operations.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801 Professional Engineering:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET ; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

OR
For Computer Science Series, 1550: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

This position is a Senior Level position in the federal government. Senior Level employees are in non-executive positions whose duties are broad and complex enough to be classified above GS 15 level. Senior level positions involve highly specialized and complex work.
