Summary

The position is located in the Office of Information Technology (OIT), Court Services, and Offender Supervision Agency (CSOSA) for the District of Columbia. OIT is responsible for providing information technology services to support the mission requirements of CSOSA. Organizational functions of OIT include the development, delivery, and management of a wide range of information products and services, including applications, networking, and telecommunications technologies.

Responsibilities

The incumbent is the Information Technology Infrastructure Project Manager (Network Services) and leads, monitors, and controls assigned Court Services and Offender Supervision Agency's Information Technology technical infrastructure projects, including local and wide area networks, Information Technology server equipment, database administration, and support, and voice and data communication services.

Performs work involved with acquiring, evaluating, supporting, and implementing wide-area network (WAN) systems and applications. Provides technical expertise needed to implement WANs, including the design, documentation, debugging, and maintenance of the WAN. Works in accordance with agency Office of Information Resources Management (OIRM) regulations, policies, and directives.

Manages Windows Server systems, Active Directory systems, Windows 2008 and 2012 servers, windows Group Policies, and Azure and Office365 systems. Develops and manages Windows Server system to analyze, design, develop, customize, and implement a wide range of complex hardware and software to support large-scale LAN/WAN systems, Including protocols. Manages Server hardware (i.e., HP, Dell).

Consults with other experts in other specialty areas to develop integrated action plans. Issues technical bulletins to inform customers of problems and to instruct them in taking necessary actions. Develops and updates customer policies and procedures to ensure appropriate responses to future incidents of a similar nature. Exercises considerable judgment in planning and coordinating efforts with interagency infrastructure protection groups to ensure an integrated response to problems of a potentially more extensive nature.

Manages special projects that significantly impact the delivery of customer support services, such as infrastructure or workforce relocation. Leads quick-response teams in responding to customer service problems resulting from catastrophic events, such as virus infections or power outages.

Ensures the rigorous application of information security/information assurance policies, principles, and practices in delivering systems administration services for a major segment of an agency, such as a region or multi-state area. Resolves hardware/software interface and interoperability problems.

Manages the engineering, design, acquisition, implementation, and operation of the major telecommunications services supporting an agency.

Manages, develops, and implements Tipping Point I.D.S. systems and Blue Coat Coaching systems. Plans, develops and manages Juniper Netscreen Firewall systems with substantive national telecommunications systems and/or programs.

As a technical specialist, plans and coordinates the installation, configuration, maintenance, and upgrade of enterprise software and related enterprise-level changes to an I.T. infrastructure to support critical business functions of an agency. Plans and manages enterprise architectural improvement initiatives.

Leads the planning, design, and implementation of an agency-wide enterprise architecture that integrates multiple areas, such as business, application, information, and technology architectures. Leads elements of enterprise architecture projects and studies, such as managing program activities and developing solutions to meet regulatory requirements. Defines the study scope and objectives within the architectural framework and provides key integration support for the multi-faceted system components involved.

Qualifications

Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Attention to Detail - experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

One year of specialized experience equivalent to the GS-13 grade level in the Federal service demonstrates your ability to manage, develop, and implement Tipping Point I.D.S. systems and Blue Coat Coaching systems, and manage Juniper Netscreen Firewall systems with substantive national telecommunications systems and programs.

Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Education

Education is not substitutable for specialized experience at this grade level.
