This position is the Senior Realty Specialist with the Office of the Assistant Secretary Indian Affairs (ASIA), Deputy Assistant Secretary-Indian Affairs Management (DASM), Office of Facilities, Property, and Safety Management (OFPSM), Branch of Real Property and Leasing located in Reston, VA. The office is responsible for the real property leasing program (RPL) realty management, and oversight of space agreements involving Indian Affairs (IA) offices/programs.

Serves as the Senior Real Property Acquisition Manager and/or Senior Real Property Manager performing as a fully warranted and experienced Lease Contracting Officer.
    Senior Real Property Acquisition Manager - Serves as the point of contact for Indian Self Determination and Education Assistance Act (ISDEAA) 105(l) facilities lease requests. Assures ISDEAA 105(l) facilities lease requests are consistent with the statutory and regulatory requirements, manages timely Tribal negotiations, and assures appropriate coordination with the Offices of Self Governance, Self-Determination, BIE, BIA Office of Justice Services, and the Solicitors Office. Senior Real Property Manager - Reviews and recommends appropriate lease terms for ISDEAA 105(l) facilities lease requests from Tribes and Tribal Organizations and alternative use agreements.
Develops policies, directives, and guidance for use by all Indian Affairs (IA) and tribal personnel on the use and management of Government leased buildings and facilities throughout the United States.

Performs the responsibilities of a warranted Level II Lease Contracting Officer to include entering into a lease or make changes or modifications to an existing lease contract for the federal government.

Prepares short and long-range planning for space acquisition and assignments in support of IA and inclusive of Bureau of Indian Education, Bureau of Indian Affairs, and Bureau of Trust Funds Administration offices nationwide.

Reviews space requests for accuracy and conformance with statutory, regulatory, and procedural guidelines, making appropriate corrections before processing.

Facilitates training and mentoring of junior-level lease contracting officers, realty specialists, and realty assistants within the expanding RPL program.

Occasional travel - You may be expected to travel approximately 10-15% of the time for this position.

Specialized Experience: To qualify at the GS-13 level you must have one year of specialized experience at or equivalent to the GS-12 grade level performing all of the following:
  • Ensuring lease requests are consistent with the statutory and regulatory requirements.
  • Negotiating complex and/or sensitive acquisition cases in a timely manner.
  • Managing and administering GSA Occupancy Agreements.
  • Acquiring, managing, and disposing of real property interests.
