Responsibilities

You will serve as a Financial Specialist and be responsible for providing professional advice and assistance to the C5ISC organization on all budget and resource management matters. Duties include budget preparation and execution, project management, policy, and oversight of resource management personnel assigned to the Funds Control, Audit Readiness, Accounting, and Internal Control Programs.

Typical work assignments include:
  • Analyzes and evaluates the effectiveness of ALD's financial management operations in meeting established C5ISC goals and objectives.
  • Provides expert advice to leadership, program officials, accountants, budget analysts, and other specialists on the interpretation of financial management regulations pertinent to financial operations.
  • Initiates and/or participates in comprehensive studies to explore various aspects of financial management, asset management, personal property programs, and internal controls with the goal of increasing process effectiveness, reducing costs, and improving overall ability for mission execution to operational partners.
  • Analyzes, reviews, and clarifies requests for funding to ensure that they are complete, accurate, defensible, and in accordance with C5ISC, Coast Guard, and DHS regulations and objectives.
  • Develops, leads and/or participates in the execution of difficult and complex analytical projects to address both financial and nonfinancial matters that impact C5ISC programs and the operation of financial accounting and asset management systems.
  • Uses enterprise financial systems and other financial tools to monitor budget execution, advises management of discrepancies, and takes action to ensure accuracy of financial data.
  • Determines effect of proposed contract modifications of large performance-based contracts on the financial stability of the contractor.

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal service. Specialized experience at this grade level may include: Researching guidance for internal and external customers regarding financial management policies, monitors financial and market trends to provide recommendations to senior level financial team members; utilizing financial software and systems to monitor budget execution; ability to review financial data located in multiple/different data systems, coordinating the data to provide a solid status of financial commitments, obligations and expenditures; and ability to use oral and written means to present issues noted in fiscal review of pending expenditures to senior personnel including solid, policy-based recommendations for addressing any noted oddities/concerns.

OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

To qualify at the GS-12 level, applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service. Specialized experience at this grade level may include: Researching guidance for internal and external customers regarding financial management policies, monitors financial and market trends to provide recommendations to senior level financial team members; utilizing financial software and systems to monitor budget execution; ability to review financial data located in multiple/different data systems, coordinating the data to provide a solid status of financial commitments, obligations and expenditures.

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience at the GS-13 level may include the following: researching and making recommendations based on financial management practices, laws and regulations, interpreting and analyzing financial management system reports to recommend program changes, analyze financial trends and identify programmatic fiscal problems, utilizing financial tools for projects cost estimates, and utilize enterprise financial systems and other financial tools to monitor budget execution.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    • Strong computer skills are required, particularly in the areas of spreadsheet development, data manipulation and analysis, automated accounting system operations, and preparation of computer-based slide show presentations
    • Strong leadership, communication, and organizational skills are required to convene working groups, establish plans to meet goals and objectives, and present recommendations to management for acceptance and implementation
