Provides centralized Human Capital Management oversite for Marine Corps Community Services (MCCS) Non-Appropriated Funds (NAF) Human Resource Management System (HRMS). Independently performs work and assumes responsibility for planning, directing, implementing and maintaining comprehensive HRMS personnel and payroll records. Evaluates processes and resolves issues that require engagement with resources outside the HRMS Help Desk function at Headquarters and in the field. Recognizes, defines and develops solutions and makes recommendations to solve problems or questions that are new or without precedent, and to meet short-term HRMS related demands and long-term strategic plans of the organization.

Serves as an advisor to field commands on HRMS operational problems not covered by established policies or practices. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity. Advises in development of HRMS, centralized payroll and system related business requirements, process recommendations and functional specifications for product requirements with understanding of all customizations and functional areas within the HRMS. Writes modification requests, business processes, standard operating procedures and guidance, and evaluation statements. Plans and conducts system maintenance and review initiatives for the organizations serviced and prepares audit reports.

Ensures that centralized HRMS and Payroll/Time and Labor functions are processed accurately and efficiently. Ensures all business operating needs are being met, all required records are maintained, and all laws and regulations are followed. Ensures PeopleSoft payroll data is processed, and that tax reporting forms are completed and submitted. Reviews payroll policies and procedures to ensure they are appropriate and accurate. Provides analysis of payroll reports, statements, and other guidance.

Provides advice to management officials on results of analysis of HRMS centralized operations as it relates to other aspects of operations and controversial issues. Attends and may conduct meetings, briefs and presentations to formulate new procedures, meet regulatory requirements and exchange information on status of operations. Recommends action when systems and HRMS analysis shows opportunities, unfavorable trends or deviations from plans. Coordinates development and administration of HRMS and payroll policies and procedures, ensuring compliance with internal and external regulations.

Uses personal computer, software and PeopleSoft programs to enter data, complete forms, correct errors and omissions in HR records as needed. Provides Help Desk support to field activity users and internal users/team members. Participates in "Train-the-Trainer" approach of HRMS knowledge transfer to MCCS activity PeopleSoft users. Provides on-site training to field users. Conducts tests of the systems and applications and verifies testing results to ensure proper functioning. Manages the security administration and administrators for setup and processing of users via PeopleSoft security, department and security trees.

Responsible for HRMS queries and reporting including constructing and executing moderate to complex query reports, interpret and analyze the results of the data collected from the queries, and develop and present comprehensive summaries of the data as needed. Makes recommendations to HRMS management, and team members to improve business processes, eliminate manual processing, ensure data accuracy, and improve reporting methods and system efficiency.

Reviews requests regarding HRMS functionality. Assists in the design, implementation and maintenance of the PeopleSoft system and required personnel databases. Applies standardized body of functional knowledge in HR, benefits, payroll, reports, rules, procedures and operations sufficient to complete HRMS support assignments for the full range of HR areas to include staffing, recruitment, employee relations, workforce management, benefits, payroll, and EEO. Develops policies for application Marine Corps wide in the area of PeopleSoft HRMS. Maintains knowledge of public and private sector practices and procedures to ensure that best industry practices are incorporated into HRMS. Interprets new guidance on policies and procedures related to HRMS and writes supplemental guidance. Develops system and process guidance material for promulgation to field commands. Develops training and briefing materials.

Develops standards for HRMS Quality Assurance program. Develop new standards for production and design, with improvements as needed. Creates modules, SOPs, checklists, schedules, and testing protocols for implementation including test scripts. Interprets, builds upon and ensure compliance with HRMS documented quality assurance standards. Identifies training needs and provides training and/or training guidance on systems, policies, procedures and core processes.

Bachelor's degree in Human Resources or a related field appropriate to the work of the position AND three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

Specialized PeopleSoft HRMS experience that provides an in depth knowledge of laws, policies, regulations and procedures related to Nonappropriated Fund (NAF) civilian personnel and financial management. Experience with PeopleSoft HRMS system setup, testing and maintenance in a live implementation through the entire life cycle of a project to include: application fundamentals, SETID, core setup tables, trees, user security setup tables for HR, benefits, payroll, training and development, recruitment, functional updates and testing, component updates and maintenance, troubleshooting and tax testing. Experience working with PeopleSoft in a HR/HRMS specialist and quality assurance role. Skill and ability to develop and analyze functional processes as related to HRMS and personnel including development and execution of moderate to complex query and SQL reports from the PeopleSoft HRMS. Demonstrated understanding of functional requirements and integration between the PeopleSoft HRMS HR, benefits, time and labor, and payroll modules as well as functional policy areas and field command/HQ requirements. Knowledge of quality assurance terminology, auditing, methods and tools. Ability to identify and analyze and provide recommended resolutions to HRMS Quality Assurance (QA) issues. Demonstrated knowledge of testing best practices and version control practices. Demonstrated experience in identifying, recommending and implementing system performance and process improvements. Ability to track system entry and support provided for reporting. Knowledge of laws, regulations which reflect an understanding of military, Marine Corps Community Services organizations, missions and programs. Excellent problem solving and analytical skills. Ability to deal with high-ranking officials at headquarters elements and field activities; Knowledge of and skill to apply personnel, finance, quality assurance and generally accepted HRMS principles, theories, practices, methods, and techniques in a complex business environment. Knowledge of HRMS automated systems design practices and limitations. Skill in using computers, electronic communications, and spreadsheet analysis; analyzing the Human Resources Management system, or modifying and adapting conventional personnel and financial analytical techniques and procedures to develop and implement a variety of HRMS requirements; NAF missions, functions, applicable regulations, and their relationship to other federal activities and private industry to determine the impact of personnel financial transactions on internal and external operations. Knowledge of and skills to perform audit and review procedures sufficient to review internal controls Skill to: communicate orally and in writing sufficient to prepare procedural instructions for all users, reports and guidance and provide briefings on controversial or complex topics; establish and maintain effective relationships and collaborate effectively with all levels of management within the federal and/or private sectors; resolve complex or controversial issues or problems and provide advice and assistance on matters of equal difficulty.
