Responsibilities

The Associate Administrator for Policy provides executive-level leadership for the planning, development, and implementation of the regulations and guidance needed to ensure the equitable application and enforcement of the eleven worker protection laws within the authority of the Wage and Hour Division impacting over 148 million workers and 10 million employers across the United States. The incumbent must:

- Provide advice and counsel to the Administrator on regulatory, sub-regulatory and interpretive matters;

- Effectively communicate agency priorities throughout the agency, Department, and with employer, employee and government stakeholders;

- Provide strategic coordination and management of the five division of the Office of Policy and prioritize activities within available resources;

- Serve as a leader in advancing equity within the agency;

- Collaborate in high-level discussions among executive officials, internal and external to the Department on agency and Department worker protection priorities including chairing or leading committees, conferences, special boards, or task groups;

- Provide executive-level oversight of WHD's policy functions and work with senior management in the planning, preparation, and implementation of programs, policies, and strategies that achieve agency goals;

- Represent the Administrator, the agency and the Department with Administration and Congressional leaders and staff, to provide technical assistance and coordinate program and policy issues; and

- Exercise a high level of professional judgment in matters involving complex decision-making and far-reaching impact.

Candidates must possess technical and management experience, and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service).

Qualifications

To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

In writing your responses to the ECQs, your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results.

Responses to ECQ's must not exceed 10 pages. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Demonstrated ability to direct and coordinate regulatory development and policy making, including leading the planning, development, and implementation of the regulations and guidance needed to ensure the equitable application and enforcement of the eleven worker protection laws within the authority of the Wage and Hour Division (WHD).

2.Demonstrated superior skill establishing and maintaining effective cooperative working relationships with senior officials, providing executive-level oversight of policy functions, and working with senior management in the planning, preparation, and implementation of programs, policies, and strategies that achieve agency goals.

3. Demonstrated superior experience leading a diverse and inclusive team of professionals; and exercising a high level of professional judgment in matters involving complex decision-making and far-reaching impact.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated based on your experience and your responses to the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). It is essential that your resume provide sufficient information to substantiate your responses in the self-assessment vacancy questions. If your responses are not adequately substantiated by your resume, your application will be rated ineligible.

Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must provide a narrative response to address each of the MTQ's, but need not address the ECQs.
