This position is located in the Windows Systems Management Section, Operations and Maintenance Division, IT Service Operations Directorate, Office of the Chief Information Officer.

The position description number for this position is 415660.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a non-supervisory, bargaining unit position.

Responsibilities

This position is not eligible for permanent remote telework.

The incumbent will analyze user needs in processes related to bibliographic, copyright, inventory, legislative, reference research, finance, personnel, and preservation of library materials and develop Web sites related to Library subject areas. The incumbent's work involves computer systems analysis, design and programming, including analysis of subject matter processes or problems, and the design, implementation and support of cloud-based and web-based systems for accomplishment of work through application of computer technology. The incumbent serves as the subject matter expert for cloud/on-premises Hybrid Solutions.

As agency technical expert, develops agency policies and guidelines for Cloud-based information retrieval systems. Monitors emerging technology and agency directions and makes recommendations accordingly. Ensures the development of a long-term Cloud technology strategy for the agency. Formulates a vision for future applications of Cloud services to meet agency missions. Serves as the focal point for guiding the development of Cloud based systems. Provides technical expertise in analyzing, diagnosing, and resolving problems in support of Cloud Platforms and applications. Ensures the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services.

Serves as a recognized technical authority for new or enhanced information systems software. Exercises considerable judgment and ingenuity in advocating the benefits of implementing improvements. Participates in the development of operational plans. Assists in planning, directing and coordinating the Implementation and execution of approved policies, programs, and services related to IT systems.

Acts as an expert on IT projects, advising senior management on major IT product and/or service issues. Leads, conducts, or participates in complex management studies and reviews, particularly those with wide or significant effect on agency-wide, or service unit-wide IT products and services.

Serves as primary liaison between customers and vendors and IT management throughout the development process. Recommends adoption of new methodologies based on favorable feasibility analyses. Provides leadership in the design, programming and technical support of Cloud based activities.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to implement cloud computing services.**

Knowledge of IT hardware and software.**

Ability to research and analyze technology problems and issues.

Knowledge of contract preparation and contractor monitoring policies and procedures.

Ability to apply project methodologies and techniques to manage IT projects.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.
