Summary

Purpose of position: Serves as a primary budget analyst supporting the Director of Performance and Resource Management and Center Director, for the execution of the Defense Acquisition University's (DAU) funds.

Responsibilities

Conduct data analysis, reviewing and thoroughly analyzing requests for funding. Prepare graphs and reports for executive-level briefings, managing assigned projects successfully to completion of milestone objectives, and managing project resources. Perform and lead day-to-day funds control and management involving the execution, and/or analysis of the organization's budget and funding requirements, and ensure funds are obligated in accordance with DoD Financial Management Regulations. Prepare monthly, quarterly, and annual reviews of the budget execution of DAU regions and Departments using MS office software such as Excel, Power Point, and MS Word as well as COGNOS tools, and other enterprise Business Intelligence tools such as Qlik. Develop and maintain policies and standard operating procedures, including supporting COE accreditation. Serve as a technical expert, providing guidance related to resource management procedures by interpreting DoD, Office of Management and Budget (OMB), and Congressional policies or regulations for the justification and submission of budget estimates. Conduct and lead annual fiscal year-end close-out and reconcile accounting records. Participate in and support DODs audit initiate, coordinate, and work with intimal and external auditors. Manage systems, processes, and transactions for DAU accounting and finance such as Defense Initiative Agencies (DAI) Enterprise Budget Planning applications, the Defense Travel System (DTS), and G-invoicing. Perform year-end close out duties and ensure systems are set up for new fiscal year timely execution in accordance with DAU's cost accounting structure. Train and mentor staff and peers, assign work, set priorities, review work, reschedule or realign work assignments. Work in a collaborative team environment; multi-task across numerous projects; apply strong organizational and communication skills to coordinate budgetary actions with DoD Headquarters and other organizations and levels of management. Perform other duties as assigned.

Qualifications

You must have at least one year of specialized experience at the NH-II (GS-11 equivalent) grade level in Federal service or equivalent position in the civilian sector. Your resume must have demonstrated specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in 1) Defining, organizing, and executing budget analyst functions in accordance with Department of Defense (DoD) regulations, laws, and procedures; 2) Compiling and presenting financial data into worksheets, budget schedules, and other supplemental reports needed for budget and funding reviews; and 3) Working independently to find solutions to problems in budget and fiscal data and providing expert advice to leadership, peers, and customers.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Defining, organizing, and executing budget analyst functions in accordance with Department of Defense (DoD) regulations, laws, and procedures
  • Compiling and presenting financial data into worksheets, budget schedules, and other supplemental reports needed for budget and funding reviews
  • Working independently to find solutions to problems in budget and fiscal data and providing expert advice to leadership, peers, and customers

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
