Responsibilities

  • You will serve as a financial and/or operational accountant performing professional accounting system analyses through the application of generally accepted accounting principles and techniques.
  • You will review and interpret laws, policies, regulations and directives pertinent to financial management to determine their impact on financial management operations.
  • You will analyze various sources of information to determine the need for revision and improvements in the accounting system and prepare and present to management alternative solutions for necessary system changes.
  • You will review financial data and transactions for compliance with pertinent regulations, policies and guidelines.
  • You will research accounting errors and determine and post correcting entries.
  • You will maintain work logs and other reference/historical files.
  • You will develop a wide variety of financial reports and analyze accounting information, identify trends and provide recommendations.
  • You will provide guidance and technical leadership to system users and junior team members, and serve as an expert for the organization as well as a Lead for areas under the Accounting Officer.
  • You will assist with Financial Improvement Audit Readiness (FIAR).
  • You will ensure the organization maintains healthy Account Receivables, ensuring that sponsor-billing errors are identified and cleared in a timely manner.
  • You will identify and clear billing errors in Navy Enterprise Resource Planning (ERP) and work with STARS personnel by researching and analyzing funding documents and validating lines of accounting.
  • You will provide fixed asset accounting assistance, analysis and administrative assistance to the Property Manager, Accounting Officer and the Capital Improvement Program (CIP) Manager.
  • You will be responsible for the subsidiary accounts for Assets Under Development, Fixed Assets, Accumulated Depreciation and Statistical memorandum accounts.
  • You will submit Cash Log and Labor Accrual, running Depreciation Redistribution, Service Center and Overhead Settlement, Cost Assessments and Billing for both month-end and year-end closeouts.
  • You will perform daily, weekly and monthly reconciliations of subsidiary ledgers to General Ledger accounts and prepare necessary journal vouchers for balancing.
  • You will analyze and identify incorrect entries to General Ledger accounts and work with appropriate individuals to get corrections done.

Qualifications

TO QUALIFY FOR NT-4: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing a variety of professional accounting services using accounting procedures that apply in most situations to resolve issues. Examples of qualifying experience may include: 1) Reviewing financial or transactional data in an electronic financial management system (e.g. ERP) for accuracy and compliance with pertinent regulations, policies and guidelines. 2) Performing a variety of reconciliations and maintaining worksheets documenting sources of discrepancies; and making recommendations for action to be taken in the prevention of future inconsistencies. 3) Identifying accounting issues (e.g. inadequate maintenance of fund controls, inaccurate records and reports, improper methods for document control, lack of documentary evidence to support regulatory reconciliations). 4) Analyzing, controlling and maintaining general ledger accounts and various appropriation, cost, obligation, and expenditure records.

TO QUALIFY FOR NT-3: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing professional accounting services tasks using accounting guidelines to perform financial work. Examples of qualifying experience may include: 1) Providing support in analyzing accounting data in an electronic financial management system (e.g. ERP) and comparing reports or transactions to source documents to ensure acceptability for further processing; 2) Conducting accounting searches of financial records to provide factual data on the amount and type of funds available for submission to others within the department for preparation of estimates or actions; 3) Implementing accounting procedures using accounting data in automated systems to find, review, or change transactions in files, accounts, ledgers, summary reports and financial statements; 4) Explaining and examining issues related to accounting methods and practices to support customer service questions.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  • A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. These 24 hours may include up to 6 hours of credit in business law; OR
  • A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement outlined above, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meets the specified requirements.


  • TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:
    • A Ph.D. or equivalent doctoral degree in accounting; or a Ph.D. or equivalent doctoral degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting; OR
    • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in accounting; or leading to a Ph.D. or equivalent doctoral degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting; OR
    • A combination of experience and graduate education as described above that equates to one year of experience.

    TO QUALIFY FOR NT-3: Education may be substituted for specialized experience as follows:
    • A master's or equivalent graduate degree in accounting; or a master's or equivalent graduate degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting; OR
    • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in accounting; or leading to a master's or equivalent graduate degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting; OR
    • A combination of experience and graduate education as described above that equates to one year of experience.
