Summary

This position is located in the Employment and Training Administration (ETA), Office of Grants Management (OGM). OGM is responsible for providing centralized services to ETA's National and Regional Offices to ensure effective and uniform implementation of Federal and Departmental grant regulations and guidelines across the agency.

Responsibilities

Major Duties:

Assist with all aspects of grants management, specifically by serving as the Office of Inspector General (OIG) Liaison, reviewing grant management policy documents, fiscal policy and guidance documents, procedure manuals, correspondence and other documents as requested.

Coordinates OIG audit activities and investigative activities within ETA; scheduling entrance and exit conferences, communicating OIG requests and ETA responses to requests, tracking report responses, editing report responses, following-up with offices to obtain documentation to resolve or close findings and other OIG audit related duties.

Using technology to create spreadsheets that track audit findings and recommendations.

The incumbent must be able to prioritize work, meet difficult deadlines, be detailed-oriented, be able to work with all levels of staff within the organization, and bring the group collaborating on the projects to a consensus while meeting the established deadlines.

Reviews or creates standard operating procedures (SOP) for OIG Liaison activities. Trains ETA staff on the SOP and on all aspects of the OIG audit process. When requested, reviews grant administration policies and procedures, this includes policies and procedures involving the solicitation for grant applications, monitoring/administering grants, technical assistance guidance for grantees, audit resolution, and the closeout of grants.

Confers with officials in other Government agencies/departments on federal assistance efforts/projects that relate to ETA.

Qualifications

GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position being filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience is defined as demonstrated experience that has provided the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position in the following: MUST HAVE ALL FOUR
  • Experience in written and oral communication to succinctly explain and share information with leadership and others;
  • Experience in coordinating and communicating with program officials and staff at various levels across agencies and offices to prepare materials and address issues;
  • Experience in analyzing data and information to determine if it addresses the stated need and conforms with the requirements of the request; and
  • Experience in using and developing spreadsheets to track information and following up on missing or outdated information.
