Responsibilities

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties:

As a Supervisory Management Analyst, you serve as the Director for the Division of Independent Review (DIR), you are responsible for carrying out the Agency's objective review grant responsibilities.

Your major duties and responsibilities include:
  • Planning, implementing and managing independent reviews of all competitive grants and cooperative agreements consistent with Agency and Departmental requirements.
  • Managing the DIR pre-review activities including: determining and coordinating review methods and review dates for HRSA independent reviews with programs and grants Management; reviewing Funding Opportunity Announcements and review criteria for HRSA Programs; developing Requests for Services of Review Contractors, including hotel accommodations, equipment needs, travel, meeting rooms, etc.; and, developing independent Reviewer lists and panels to serve and finding qualified substitute reviews as needed.
  • Managing the DIR post-review activities including: providing final summary statements and rank order lists to programs and grants management; conducting debriefing sessions with programs, grants management and DIR contractors.
  • Performs work, serves as an expert and plans/manages the projects and supervises the staff in carrying out wide-ranging activities involved in the planning, developing, evaluating, presenting, and executing a variety of administrative programs and resources for the Division.
  • Managing analytical activities that support the re-engineering or improvement of DIR lines of business; conducts on-going analysis of feedback collected through reviewers evaluation forms debriefings with Program staff upon completion of review activities

Qualification Requirements:

In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the Federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
  • Developing and implementing cradle-to-grave independent review processes and methodologies for federally funded financial assistance programs (e.g. grants and cooperative agreements); and,
  • Providing leadership and oversight of staff in the assessment/evaluation of processes and procedures for the federal financial assistance independent review process, including developing preliminary action plans to implement proposed enhancements to increase efficiency and effectiveness of said process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

PROJECT MANAGEMENT- Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
