The Energy, Climate, and Environment Unit is seeking an economist to analyze the effects on the federal budget and the economy of climate change, policies to mitigate or adapt to climate change, and related issues.

The Energy, Climate, and Environment Unit conducts research and analysis on topics of interest to the Congress, including the effects of climate change, climate change policy, and related energy and environmental issues. Recent analyses have focused on the effects of climate change on the nations economic output, channels through which climate change affects the federal budget, and analyses of climate change policies in the electric power and transportation sectors. In the coming year, the unit will expand its capacity to model the effects of climate change and climate change policy on the budget and the economy.
The successful candidate will contribute to the full range of the divisions responsibilities developing quantitative models to analyze legislation and policy areas of interest to the Congress, conducting economic analyses, and writing reports and testimonies. Staff are encouraged to participate actively in policy research that is related to CBOs mission by presenting papers at conferences, publishing them as CBO working papers, and writing articles for professional journals.

Tier One Background Investigation


You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.


Applicants must have either a Ph.D. in economics (or a related discipline) and 5 years of relevant experience or a masters degree and 10 years of relevant experience. They should have strong quantitative and modeling skills. Preference will be given to candidates with experience either modeling the economic effects of climate change or climate change policies using economywide models (such as computable general equilibrium models or large-scale energy models) or modeling in specific sectors that are large energy consumers or significant contributors to climate change. Experience with programming languages and modeling tools such as Python, R, and GAMS is desirable. Applicants should be able to initiate and complete research projects independently and work as part of a team. Finally, they should be interested in working on issues of interest to the Congress and be able to effectively communicate their work to nontechnical audiences.
