SummaryWhat General Information Do I Need To Know About This Position?This announcement is for two positions. The incumbents will serve as staff Attorney-Advisers providing legal advice and guidance to the to the Bureau of Indian Education (BIE).Salary Range: GS-14 $122,530 (step1) to $159,286 (step 10). Learn more about this agency ResponsibilitiesAs an Attorney-Adviser with the Department of the Interior, Office of the Solicitor, Division of Indian Affairs, Branch of Tribal Government Services, located in Washington, DC, you will provide legal counsel to the Bureau of Indian Education (BIE). Your specific duties will include:Working as part of a team that leads coordination of the practice of Indian education law nation-wide;Providing legal advice concerning hiring and contracting for BIE staff, contractors, as well as related human resource issues;Assisting BIE in litigation, both in federal courts and administrative bodies;Advising BIE on funding issues, including under the Tribally Controlled Schools Act, the Indian Self-Determination and Education Assistance Act, and the Johnson O'Malley Act of 1934;Advising BIE on the applicability of federal civil rights laws to tribally controlled schools and colleges;Assisting BIE with Congressional and legislative affairs, including drafting and reviewing response letters to congressional offices and reviewing draft testimony;Drafting, negotiating, and reviewing interagency agreements, cooperative agreements, and other agreements for BIE; andActively coordinating with the Department of Education, Department of Health and Human Services, and the Department of Justice and with tribal governments, tribal education departments, tribal school boards, and tribal school officials.The two positions differ in that each will focus on one of the areas below:Providing legal advice concerning aspects of federal Indian law and constitutional law relevant to the Bureau of Indian Education operations, including, but not limited to, the Indian Self-Determination and Education Assistance Act, First Amendment issues, tribal treaty rights, law enforcement and civil and criminal jurisdiction, reservation boundaries, and tribal membership;Providing legal advice to the Bureau of Indian Education concerning issues associated with negotiated Rulemaking, the Federal Advisory Committee Act, the Federal Acquisition Regulation, general contracts questions, appropriations law, and interagency MOAs/MOUs; Travel Required Occasional travel - You may be expected to travel for this position.Supervisory status No Promotion Potential None Job family (Series) 0905 Attorney Similar jobs Attorneys Help Requirements Conditions of Employment Key Requirements:Applicants must be US Citizens.Suitable for Federal employment, as determined by background investigation.Must be an active member of the bar.Selectee may be subject to serving a 2-year trial period.More requirements are listed under Qualifications and Other Information.Are There Any Special Requirements For This Position?A background investigation will be required for this position. In addition, please address any relevant experience in or familiarity with the following subject matter areas and legal authorities: Federal administrative law issues, such as matters arising under the Administrative Procedure Act (including rulemaking), the First Amendment, and federal Indian law.
