Job Announcement

The Wastewater Design and Construction Division (WDCD), in Capital Facilities (CAP) is seeking an Supervising Engineering Inspector who will be responsible to:
  • Supervise a group of Assistance Construction/Maintenance Project Managers to achieve enforcement and compliance with complex and specialized construction code requirements on construction projects in the WDCD.
  • Assigns duties and coordinates work schedules and workload of self and direct reports to ensure that WDCD workload demands are met.
  • Performs related work as required and clearly communicates safety expectations to fellow employees and contractors working on assigned projects. Resolves safety-related matters in a timely manner and complies with Capital Facilities’ safety program and guidelines.
  • This position is under the general supervision of the Chief of the Collections Branch.
  • Reviews inspection written by inspectors for accuracy and completion; makes changes if necessary and distribute it to construction managers for review and records.
  • Attends design and construction meetings as necessary.

Required Knowledge Skills and Abilities

  • Knowledge of the theory and practice of civil engineering;
  • Knowledge of the materials and methods used in construction of land development and public works projects:
  • Knowledge of the equipment and methods used in the demolition of buildings and the safety measures needed to ensure safety of employees and nearby property;
  • Knowledge of state and County construction code and regulations;
  • Ability to inspect a construction project and ensure that it meets applicable code requirements and built in accordance with approved plans, specifications, and permits;
  • Ability to manage the work of a group of subordinate engineering inspectors;
  • Ability to teach subordinates technical knowledge, procedures, and methods needed to perform duties of an engineering inspector;
  • Ability to develop and maintain effective relationships with contractors and the general public;
  • Ability to read blueprints and specifications;
  • Ability to keep records, and to use a hand-held computer;
  • Ability to write reports, letters, and ordinances.

Employment Standards

Any combination of education, experience, and training equivalent to: graduation from high school or possession of a GED issued by a state department of education; plus four years of experience inspecting public improvement projects.

  • Driver's license
  • DEQ Erosion and Sediment Control Inspector Certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • NASSCO Certification for pipes, laterals, and manholes - completion of training and exam within 12 months of hire.

The appointee of this position is required to complete a criminal background check and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

  1. Two years of supervisory experience or managing high volume of public improvement projects.
  2. At least five years of experience inspecting public improvement projects such as {please add}
  3. Extensive experience performing inspections and quality assurance (QA) of complex capital industrial and commercial projects.
  4. Technical expertise related to GEO technical requirements and specification for a linear public improvement project.
  5. Thorough understanding of codes and regulations that includes VDOT, public facilities manual, Chesapeake Bay reservation ordinance.
  6. Possession of DEQ stormwater inspector certification.
  7. Must have outstanding oral and written communications skills such as extensive experience writing inspection reports, reading construction plans and interpreting specifications, letter and ordinances.

Must be able to physically negotiate rough terrain and typical construction site conditions to perform inspections at jobsites, vendor/fabrication facilities, or potential future jobsites. Ability to participate in and understand verbal conversations at typical speaking volume and pace as well as respond to audio alarms and verbal warnings on construction sites, over the phone, and in the office workplace. Ability to read, understand, and produce written and typed documents. Ability to use computers/computer software for communication, report generation, electronic file-keeping, project metrics analysis, and project tracking purposes. Ability to lift 40 pounds overhead. Able to safely climb ladders up to 15 feet per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings.
