Job Announcement

In the Probation Division of the Juvenile and Domestic Relations District Court (JDRDC), under the general supervision of the Unit Director or Assistant Director, serves a diverse multilingual population of families and provides case management services and supervision of youth ordered on probation or parole by the court. Specific duties include but are not limited to:

  • Administers validated assessment tools, such as the Youth Assessment Screening Instrument (YASI), Structured Trauma-Related Experiences and Symptoms Screener (STRESS) and uses information to develop case service plans with the participation of the youth and family to address areas of risk and needs.
  • Employs a variety of structured skill-based counseling techniques and evidence-based interventions during probation contacts, including, but not limited to, motivational interviewing and Effective Practices in Community Supervision (EPICS) to facilitate positive behavior change.
  • Makes referrals for appropriate treatment or services when necessary, utilizing least restrictive interventions while building upon the youth and family's natural supports.
  • Works collaboratively with other agencies and service providers.
  • Position requires knowledge of available community-based services and how to access them using various funding sources, including, but not limited to, the Child Services Act (CSA) and the DJJ’s regional service coordinators.
  • Monitors compliance with court-ordered conditions and requirements.
  • Completes court-ordered investigations and writes reports.
  • Attends court hearings and makes recommendations for disposition.
  • Uses graduated sanctions when appropriate to address non-compliant behavior in lieu of formal court action, and incentives when desired behavior is demonstrated.
  • Files probation or parole and/or court order violations and returns cases to court for non-compliance when appropriate.
  • Supervises and visits youth placed in juvenile detention centers, treatment programs, and residential facilities.
  • Follows policies and procedural guidelines set by the agency and the state Department of Juvenile Justice (DJJ).
  • May be required to provide short-term case management and supervision of cases diverted from Juvenile Intake, and other duties as assigned by the Unit Director.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in social/behavioral sciences, criminal justice, or education plus two years of professional experience in probation work, social work, criminal justice, juvenile justice, education, or counseling. A master's degree in the disciplines above may be substituted for one year of the required experience.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • The following certifications must be obtained within a specified time frame after appointment and recertification annually thereafter:
    • Child and Adolescent Needs and Strengths (CANS) within six months of appointment.
    • Effective Practices in Community Supervision (EPICS) within one year of appointment.

PREFERRED QUALIFICATIONS:
  • Graduation from an accredited college or university with a Master’s degree in social/behavioral sciences, law enforcement or education.
  • Two years of experience in direct probation case management in a juvenile justice setting.
  • Bilingual and fluent in English and a foreign language, a plus.
  • Extensive knowledge of counseling, including Motivational Interviewing techniques, for court-involved juveniles and families and Effective Practices in Community Supervision (EPICS).
  • Intake policies and practices, Code of Virginia and Virginia State Department of Juvenile Justice (DJJ) standards and policies.
  • Working knowledge of the DJJ computer systems and BADGE.
  • Experience in the use of Microsoft Office Suite applications, specifically MS Word, Excel, PowerPoint, Outlook and SharePoint.
  • Ability to work with a diverse team and can express ideas and opinions is a constructive manner.
  • Knowledge of Adolescent Brain Science.
  • Practice working with clients who have experienced/witnessed traumatic events.

NECESSARY SPECIAL REQUIREMENTS:
  • The appointee to the position must satisfactorily complete a criminal background check, Child Protective Services check, driving record check, and sanction screening.
  • May require frequent travel to various locations throughout Fairfax County and the Commonwealth of Virginia.
  • All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PHYSICAL REQUIREMENTS:
Ability to access client's home and other locations (i.e., work sites) as necessary to conduct background interviews and supervision meetings. Visual and auditory acuity is required to read computer monitor, incumbent must be able to operate keyboard driven equipment. Ability to operate a motor vehicle. Duties may require the ability to transport youth/adults for placement interviews and occasional medical appointments. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:

Panel interview and may include a practical exercise that will consist of a presentation and participation in role play with facilitator.
