Job Announcement

Serves as the chief administrator of all department server systems, radio systems (vehicle and portable), and Computer Aided Dispatch. Oversees all operational video recording systems presently in use and any future video recording systems. Supervises staff that has been trained in server administration and active directory account management. Since the police department delivers services to the community on a 24/7/365 basis these systems need to be available with little to no down time. Duties in the aforementioned systems require ensuring all system operating updates, security patches, and application version updates are performed with minimal interruption of day-to-day operations as it pertains to computing and communications (radio) systems. Develops business plans for server consolidation by determining the most cost-effective solutions to deliver the same computing capabilities while reducing the number of systems. Tracks the life cycle of servers and prepares for their replacement. Ensures all system warranties are up to date and extended when necessary. Ensures that all radio systems, vehicle and portable, are updated according to manufacturer and Department of Information Technology requirements. Works with DIT and other entity stakeholders (internal and external) to provide interoperability support for local and state agencies. Responds to emergency activations as needed for technology support. Performs other work as required.

  • Plans, organizes, coordinates, assigns, and evaluates the work of subordinate analysts and technicians;
  • Provides work counseling and training as needed;
  • Oversees network/telecommunication system and service performance in support of business activities, service requests, and projects;
  • Assures effective system performance and proper maintenance;
  • Evaluates and establishes system operational policies and procedures;
  • Develops and implements competitive bidding for services and equipment;
  • Oversees vendor/contractor services;
  • Reviews and approves technical proposals and cost estimates for vendor/contractor provided services;
  • Negotiates time frames and assigns/schedules staff;
  • Oversees inspection, correction, acceptance, and continuing maintenance of vendor/contractor work;
  • Coordinates projects and activities among County staff, outside vendors/contractors, and agency management;
  • Provides technical assistance and consulting support to staff and other agencies with regard to solutions to program needs and business activities;
  • Prepares budget estimates and cost-benefit analyses of services and products;
  • Reviews, analyzes, and interprets relevant tariffs, regulations, acts, and laws;
  • Presents facts and resulting requirements to higher management;
  • Makes recommendations regarding regulatory issues;
  • Prepares, recommends, maintains, and implements short and long-term strategic plans for network and telecommunications services;
  • Evaluates and implements the use of new technologies;
  • Evaluates existing systems for cost and operational effectiveness;
  • Evaluates existing infrastructure and inventories of services, hardware and software and develops replacement, upgrade, and consolidation methodologies into short- and long-term strategic plans; Researches alternatives and prepares written recommendations and briefings for higher management to promote optimum utilization of system services and staff;
  • Oversees after hours installation and/or repair activities;
  • Represents the agency and/or County at committee and task force meetings involving other agencies;
  • Provides technical assistance and resources to other staff as needed.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Possession of an associate's degree in computer science, electrical engineering, electronics, or a related field; plus five years' network and/or telecommunications experience; or a bachelor's degree in such fields; plus three years' experience in network or telecommunications system design, analysis, installation, and troubleshooting, including some supervisory experience.

Experience in the following: service delivery to a 24/7 operation - law enforcement or other public safety agency preferred. Two years’ experience maintaining server systems to include an understanding of virtual server environments as well as Active Directory experience. Proficient level of knowledge related to an environment consisting of Windows 2008/2012/2016/2019 servers, Active Directory, virtual environments, SQL database servers, MDM, messaging middleware, monitoring and auditing tools. Experience working with mobile and/or web application development staff. Experience in technical project management. Experience with digital evidence management systems. Must possess excellent interpersonal skills, customer service skills, as well as excellent oral and written communication skills.

Driver's License (Required)
