The Fairfax County Health Department is a progressive, leading public health agency that aims to protect, promote, and improve health and quality of life for all who live, work, and play in the Fairfax County community. Our human resource team seeks to hire an ambitious individual that will support a broad range of day-to-day operations and administrative HR functions within the organization. This role is critical in executing the department’s people initiatives, providing excellent internal customer support, and driving HR functional excellence and process improvement.

Performs professional entry level human resources generalist work in key human resource functional areas, with a focus on, FMLA, non-FMLA medical leave and human resource metric’s activities for the department. Coordinates project related human resources activities, assist with communication activities, collects data, conducts research, prepares reports and queries, and conducts analysis. Serves as first point of contact for FMLA inquiries and provides guidance regarding policy interpretation and leave benefits, assists with the performance review processes to include tracking and communicating employee evaluation to supervisors, as assigned. Prepares job aids to support performance of essential HR-related tasks. Performs related work as required for the benefit of the agency and participates in department and/or county work groups as needed. Supports the agency Human Resource Manager with family medical leave and human resource metric’s activities for the department. Supports recruitment, position and/or personnel action activities consistent with the implementation of the department's workforce planning strategy.

Duties include the following:

  • Participates in the department onboarding activities;
  • Reviews documents for compliance, prepares correspondence, and tracks agency FMLA requests and manages Worker’s Compensation and ADA/Reasonable Accommodations activities;
  • Utilizes county human resource information systems (HRIS) for data gathering and reporting;
  • Conducts research, prepares reports and queries, performs analysis and makes preliminary recommendations for human resources management decisions;
  • Communicates with supervisors in the health department of due dates and tracks completion of both annual and probationary evaluations in compliance with county, agency and HR policies.


Illustrative Duties

  • Administers human resources programs for Department, i.e, tuition assistance, pay for performance, FMLA;
  • Assists with employee relations issues;
  • Assists with workforce planning initiatives for department;
  • Researches and provides analysis of HR issues and initiatives;
  • Assists with recruitment processes for department.


Required Knowledge Skills and Abilities

  • Basic knowledge of principles of HR administration and management principles and practices;
  • Basic knowledge of federal, state, and county laws, regulations and ordinances pertaining to human resources;
  • Ability to use computer hardware and software;
  • Ability to gather and analyze data;
  • Ability to establish and maintain effective relationships with applicants, employees, and County officials;
  • Ability to speak and write effectively.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned

functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County

workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

PREFERRED QUALIFICATIONS:
  • Preferred candidates will have a bachelor's degree in human resources, business administration, public administration or a related field.
  • Ideal candidates will have knowledge of trends, best practices, and new technologies in human resources areas.
  • Knowledge of the principles and practices of human resources management, federal, state and local HR laws and regulations.
  • Experience administering Family and Medical Leave Act, Americans with Disabilities Act, and Worker's Compensation.
  • Successful candidates will have advanced skills utilizing Microsoft Office (Excel, Word, PowerPoint, and Outlook) and human resource information systems.
  • Proven experience in database maintenance, reporting and analysis; SharePoint experience a plus.
  • Must possess excellent oral and written communication skills, demonstrate a high level of professionalism, and exercise sound judgment.
  • Attention to detail, problem solving skills and ability to manage multiple tasks and take initiative in a fast-paced environment.
  • Must have the ability to establish and maintain effective working relationships and rapport with employees at all levels.
  • Ability to work independently and in a team environment.
  • Experience facilitating communication and coordinating human resource operational activities.
  • HR Certification (IPMA-CP, PHR, SHRM-CP) a plus.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, and a child protective services check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; Ability to travel to other sites to attend meetings/trainings. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift up or carry up to 25 lbs. occasionally. All duties performed with or without reasonable accommodations.
