Job Announcement

Under general supervision of the Financial Specialist III, analyzes and processes accounts payable and accounts receivable activities in support of the Fire and Rescue Department (FRD). Serves as primary travel coordinator for one or more the three bureaus of FRD and processes payments and reimbursements as it relates to FRD's extensive travel program for both General Fund and grant-funded activities. Processes local travel and mileage reimbursements, petty cash and other reimbursements to employees and payments to vendors. Preparing and making bank deposits. Experience with tracking and reconciling credit card statements. Read and comprehend financial reports and capable of utilizing the information to complete everyday tasks. Interprets County regulations regarding agency travel and training activities. Performs accounting functions unique to the agency’s complex, specialized record keeping and reporting requirements for travel and training functions.

As a key member of the FRD Fiscal Services Division, also aides in the analysis and reconciliation of other FRD activities as assigned. Ensures that financial records are maintained in accordance with Fairfax County's financial and purchasing policies and procedures and Federal or State guidelines as required. Establishes and maintains close working relationships with staff from other County agencies (such as the Department of Finance) and with agency staff (such as division heads and agency travel contacts). Working successfully in a fast paced and dynamic team environment.

Under supervision, will also provide assistance to the EMS Billing team on an as-needed basis. May process and record daily deposits, returned checks, refunds, financial hardship waivers, inter-agency transfers, and/or other financial instruments or transactions associated with EMS billing during peak periods. Perform periodic reconciliation and audit analyses of EMS billing activities when requested.

  • Oversees the processing of budget, procurement, and/or payment documents;
  • Analyzes cost, revenue and operating expenses;
  • Maintains special revenue/account funds;
  • Develops, prepares and justifies the budget for a small agency or assists with budget
  • development for a large agency.


Required Knowledge Skills and Abilities

  • Knowledge of accounting theories, bookkeeping, public budgeting, and grant administration;
  • General knowledge of laws ordinances and regulations governing municipal finance;
  • Ability to interpret automated financial reports and financial policies and procedures;
  • Ability to analyze revenue and expenses and make projections;
  • Ability to complete budget documents in accordance with the Department of Management and Budget.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County

workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

PREFERRED QUALIFICATIONS:

Intermediate level experience with FOCUS (particularly with FILO module) or with a similar financial management system. Understanding of general accounting processes and terms. Experience working with travel and processing reimbursements. Familiar with Fairfax County's finance and purchasing policies and procedures, and proven ability to effectively communicate them to staff at all levels. Adept at working with spreadsheets and databases. Demonstrated ability to work independently, set priorities and attend to multiple tasks in a fast-paced environment. Must be detail-oriented, have good communication skills and the ability to develop and maintain productive and effective staff relationships.

NECESSARY SPECIAL REQUIREMENTS:

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date . PHYSICAL REQUIREMENTS:
This position is generally sedentary in nature however does require one to be able to stand, stoop, reach, walk, and climb stairs; may require lifting up to 15 lbs. Requires ability to sit for long periods at a work station; must be able to operate keyboard driven equipment and computer. Visual acuity is required to be able to read data on a computer monitor. Must be able to fully participate as required as a civilian member of an emergency response organization. All duties may be performed with or without reasonable accommodations.
