Serves as a Free Student Bus Pass Program (FSBPP) Coordinator, managing program which includes providing free access to FAIRFAX CONNECTOR and CUE bus service to all Fairfax County middle and high school students, as well as free access to Metrobus service on approved routes to select schools. Coordinates program activities among partners, including FAIRFAX CONNECTOR, CUE, Washington Metropolitan Area Transit Authority (WMATA), Fairfax County Public Schools (FCPS), and the Department of Neighborhood and Community Services (NCS). Manages SmarTrip card ordering, inventory, and distribution. Monitors SmarTrip card activity closely and audits card security and distribution practice to ensure students are riding approved routes and SmarTrip cards are not misused or abused. Develops and produces program information, including program terms and conditions, video, web, and advertising content. Promotes the program in FCPS and at other stakeholder events and meetings, as well as assisting with social media engagement. Provides customized travel training to FCPS staff, parents, and students, including those with special needs, as well as on-site training, primarily to FCPS staff regarding card registration and management. Assists with data collection and reporting, primarily related to ridership, customer satisfaction, and other performance measures. Coordinates potential expansion of the Metrobus pilot program to additional high schools.

Serves on the FCDOT emergency communications team. Assists with Fairfax Connector passenger information and responds as essential personnel in emergency and crisis situations. Some evening and weekend work will be required. Off-site meetings and visits to project sites may require the operation of a personal or County vehicle. Performs other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in communication, journalism, public administration, political science, or field related to a department's business, plus five years of progressively responsible experience in communication area of specialization or area of specialization of department represented.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or religious reasons will still be subject to the weekly testing requirement. Otherwise, vaccinated employees will complete the attestation online in the first day of employment.
Must have current pre-exposure rabies vaccination and tetanus vaccination. The appointee to this position must submit to a criminal background check and a credit history check as a condition of employment and periodically thereafter. Completion of a "Statement of Economic Interest" form is required at the time of hire and annually thereafter.

This position is classified as "essential personnel". The appointee is required to report to work during times of inclement weather or other emergencies.

PREFERRED QUALIFICATIONS:

  • Experience and knowledge of the principles of public administration and public relations as applied to local government operations.
  • Five years or more direct experience in providing digital, online, and social media communications for local, state, or federal government agencies.
  • Demonstrated success in use of social media for business operations and public information.
  • Detailed knowledge of Web content management systems and HTML.
  • Demonstrated success in website development.
  • Experience with video production and editing for digital media platforms. Working knowledge of Adobe Premier.
  • Knowledge of fundamentals of graphic design software, photo editing tools, and general publication standards.
  • Ability to fluently read, write and speak English and a second language (Spanish preferred).
  • Ability to work in a diverse, multi-cultural environment.
  • Experience marketing transportation programs or services. Familiarity with multi-modal transportation, especially transit planning and operations.
  • Experience planning and coordinating events; event planning; including media events attended by high profile individuals.
  • Experience in making presentations to groups or coordinating, leading public meetings.
  • Exceptional verbal and written communication skills, including the ability to write for multiple media formats and conduct public presentations.
  • Demonstrated ability to work independently in a fast-paced collaborative team environment.

PHYSICAL REQUIREMENTS:
Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 lbs. Ability to input, access, and retrieve information from a computer. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. Ability to operate a motor vehicle. Conducts periodic field observations requiring standing, riding, and exposure to the elements (weather). All duties performed with or without reasonable accommodations.
