Job Announcement

Serves as a technical expert and system administrator for all FAIRFAX CONNECTOR transit technology systems. Works with diverse teams and individuals in a variety of roles to ensure effective 24/7 system operations and performance, involving both routine and non-routine tasks and activities. Supports ITS systems and related business operations, including those deployed on buses, at the Bus Operations Control Center (BOCC), transit centers, bus bays and metro stations, bus garages, staff and management offices. Serves as a functional lead in data analysis, systems configuration, testing and maintenance of platforms/applications to ensure optimum system performance. Builds and manages contractor, provider, DIT and business user relationships to coordinate system problem/incident resolution, change management, and provide project management leadership for major and minor system enhancements and maintenance activities. Monitors system usage to ensure compliance with licenses and county policies. Develops roadmaps for future technology infrastructure implementation, adding significant value to business processes, particularly by translating complex concepts and solutions for non-technical audiences. Develops and delivers clear and well-supported information and training to business end-users. Provides 24/7 on-call support and responds as essential personnel during emergencies. May require the operation of a personal and/or County vehicle to provide IT supports at multiple sites, including transit centers, bus bays and metro stations, bus garages, staff and management offices. Other duties as assigned.

Responsibilities include:

  • Primary system administrator for the Fairfax Connector multi-faceted Intelligent Transportation Systems (ITS) including; Computer Aided Dispatch/Automated Vehicle Location CAD/AVL) systems, Real-Time Information systems, Automation Passenger Counting and Reporting systems, In-vehicle Transit Data/Voice systems and Regional Fare Payment systems.
  • Serves as a point of contact to end users, third-party vendors, and DIT organizations on problem/issue resolution and system change management coordination to attain service level objectives and high customer satisfaction ratings. Documents, validates, and schedules system change requests to maintain and enhance the various systems.
  • Supports in-vehicle hardware and systems including onboard computers, mobile gateways, mobile data terminals, dispatch communication systems, automatic passenger counters, destination signs and fare collection systems.
  • Provides technical assistance to staff of varying technical competency, including administrative staff, technical and engineering staff, field operations staff, branch managers, division directors, and contractors. Identifies training needs, provides training and guidance to new users, existing system users, and managers.
  • Documents user needs and system requirements based on user input and requirements for future system upgrades, enhancements or major maintenance. Establishes written technical standards and procedures. Writes technical reports and provides input into long-range and short-range IT plans.
  • Maintains end-to-end application knowledge management and governance across the TSD business, third-party vendor, and DIT organizations to maintain post-implementation system health and introduce system capability enhancements to support new business needs and optimize operations.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

CERTIFICATES AND LICENSES REQUIRED:
Driver's license.

PREFERRED QUALIFICATIONS:

Experience with installing, administering, and supporting fleet ITS systems including:

  • Computer aided dispatch and automatic vehicle location (CAD/AVL) systems
  • Automated vehicle management (AVM) systems
  • Fleet two-way communications systems
  • Fuel and fluid management systems
  • Fare collection systems
  • Knowledge and experience with in-Vehicle networks and mobile computing devices
  • Experience with server and client administration and patch management
  • Knowledge and understanding of LAN, WAN, Wi-Fi and Cellular network technologies
  • Ability to analyze and evaluate data associated with ITS applications and identify possible solutions for solving business problems
  • Understanding of the principles, practices and techniques related to information security.
  • Ability to communicate clearly and effectively to department management or other internal/external departments
  • Ability to train employees in the use of hardware and software
  • Ability to establish and maintain effective business relationships

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a credit report and, a driving records check.
This position is classified as essential personnel. The appointee is required to report to work during times of inclement weather or other emergencies.

PHYSICAL REQUIREMENTS:
Ability to lift and carry items weighing up to 75 lbs. Ability to input, access, and retrieve information from a computer. Ability to access facility equipment rooms, attics and roofs. Ability to access tight spaces, crawl, reach, and stoop. Ability to operate a motor vehicle All duties performed with or without reasonable accommodations.
