Summary

The U.S. Department of Commerce's Economic Development Administration (EDA) plays a critical role in facilitating regional economic development efforts in communities across the nation. EDA is seeking quality job applicants under special hiring authority provided under the American Rescue Plan Act (ARPA). These positions are located in our Headquarters Office.

Responsibilities

  • Manage and maintain the expected influx of EDA correspondence and reporting requirements related to special initiatives including the creation of written responses to inquiries by Members of Congress, Governors, government officials, businesses, community groups, nongovernmental organizations, and the general public.
  • Review, edit, distribute, and dispatch responses to correspondence, projects, and action memoranda to or from the Assistant Secretary.
  • Maintain prompt follow-up of replies to ensure that deadlines are met. Provide appropriate and comprehensive bureau information necessary to respond to Secretarial, Congressional, intergovernmental, other federal agency, and public requests.
  • Prepare responses to inquiries and correspondence regarding policy issues, program/project matters, and all other correspondence requiring signature by the Assistant Secretary or Secretary.
  • Prepare and track grant notification for announcement to congressional offices.

Qualifications

Qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualifications available on the OPM's website located at: https//www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

To qualify for the GS-11 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-9. Specialized experience includes:
  • Track correspondence, develop and implement programs for the efficient management of all official records and maintain correspondence and policy files.

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to this position.

OR

Combination of Experience and Education: A combination of the specialized experience as described above, but less than one year; and more than two years, but less than the required education. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Employees will be hired under EDA's CARES Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
