WMATA is seeking an exceptional dynamic Senior Leader to join OIG. We are excited about finding an individual who will bring the requisite talents and skills to the position of Deputy Inspector General for Audits on the WMATA OIG team.

The Office of Inspector General (OIG) is an independent and objective unit of WMATA that conducts and supervises audits, program evaluations, and investigations relating to WMATA activities; promotes economy, efficiency, and effectiveness in WMATA activities; detects and prevents fraud and abuse in WMATA activities; and keeps WMATA's Board of Directors fully and currently informed about deficiencies in WMATA activities as well as the necessity for and progress of corrective action.

OIG is headed by the Inspector General, who is an officer of WMATA and reports directly to the Board of Directors. In performing its responsibilities, OIG enjoys the greatest possible independence and freedom from interference, consistent with the WMATA compact, including initiating, carrying out and completing any audit or investigation and issuing any subpoena in the course of an audit or investigation. OIG is entitled to access all WMATA records and to have the full cooperation of staff when necessary for performing OIG's functions and responsibilities.

Minimum Qualifications:

Education

• Bachelor's degree in Accounting, Business Administration or a related field

Experience

• A minimum of ten (10) years management experience in the field of auditing, accounting or financial management that demonstrates the ability to effectively oversee a total audit program
• Significant experience in the overall management of an organization responsible for complex audits and evaluations, including experience in setting the policies for an organization and its overall direction
• Extensive experience in developing new approaches, methods and techniques and standards for the identification and solution of problems in accounting or auditing

Job Summary:

The Deputy Inspector General for Audits (DIGA) leads an independent organization responsible for audit and evaluation activities related to programs and operations of the Washington Metropolitan Area Transit Authority (WMATA). Provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as detect and prevent fraud and abuse in such programs and operations. Maintains full responsibility for all audit and evaluation activities relating to improving WMATA programs and operations. Conducts, supervises, and coordinates audits and evaluations and makes recommendations to promote economy, efficiency, and effectiveness in the administration of programs administered or financed by WMATA to prevent fraud and abuse in such programs. This position exercises responsibility for and directs the programs involved with the development and support of such programs.

Essential Functions:

• Conducts, coordinates, and supervises audits and evaluations and makes recommendations to promote economy, efficiency, and effectiveness in the administration of programs administered by Audit Services to prevent fraud and abuse.
• Exercises responsibility for and supervises the programs involved in Audit Services, namely contracts, internal operations, and information technology.
• Provides direction and supervision to staff of Audit Services. Directs the work of Audit Services and monitors its progress towards achieving the goals of the Office of Inspector General (OIG). Evaluates performance and makes adjustments in the direction and affairs of Audit Services.
• Assists in the review of existing and proposed legislation and regulations relating to programs and operations.
• Recommends corrective actions concerning problems, abuses, and deficiencies and reports on the progress made in implementing such corrective actions.
• Performs reviews and analyses of contractor proposals to determine reasonableness of cost/pricing information.

OTHER FUNCTIONS

• Provides information and data to the Inspector General concerning fraud and other serious problems, abuses, and deficiencies relating to the administration of programs and operations administered by WMATA.
• Supervises Metro's annual independent audit of financial accounts conducted by external auditors, to facilitate timely reporting to bondholders.
• Ensures that an adequate system exists for the follow-up of audit and evaluation recommendations and for reporting the results to the WMATA Board of Directors and management.
• Acts as the official liaison for Office of Inspector General (OIG) on auditing matters with other federal audit agencies and state and local audit organizations and accounting firms involved with audit programs. Serves as the staff advisor on auditing and evaluations to program officials for all components of WMATA.
• Prepares and updates audit risk assessment, which feeds into preparation of annual audit work plan.
• Plans, initiates, develops, and oversees policies, procedures and techniques used by Audit Services.
• Acts as the principal advisor to the Inspector General on audit and evaluation matters and provides the technical capability for ensuring realistic and effective decisions in audit plans or matters resulting from audit performance or related to the audit field.
