Summary

The Executive Officer, Civil Division, Department of Justice is the key executive responsible for the overall management support and administrative programs of the Division. The Executive Officer provides advice and recommendations to the Civil Division's senior leadership in all areas pertaining to management and organization. The Executive Officer is responsible for managing over $600 million annually, including appropriated, reimbursable, and multi-year funding.

Responsibilities

The Executive Officer is responsible for leading the Executive Office, also known as the Office of Management Programs, and directing all aspects of administrative and organizational management functions for the Civil Division, including: strategic management of human capital and training; strategic planning and accountability for results-oriented performance; management of budget, accounting, and procurement functions; protection of facilities, personnel and classified information; direction of space, related logistical functions, and records management; information technology, case management systems, litigation support, eDiscovery, FOIA, Privacy Act, Congressional and citizen correspondence.

In the management of these programs, the Executive Officer develops long range strategies required to support the Division's mission and program goals and exercises responsibility for initiating, formulating and executing broad policy positions related to the full spectrum of issues germane to the management of the Civil Division. More specific duties include:
  • Leading a diverse team of professional, technical, and administrative staff across multiple functional areas in a fast-paced, customer-service-oriented environment.
  • Providing executive leadership and direction to assure the development and maintenance of a sound organizational structure; improve management methods, techniques and procedures; and ensure the most effective use of human, fiscal and material resources necessary to support the expeditious accomplishment of the Civil Division's mission.
  • Formulating, promulgating, and implementing Division-wide policies intended to realize Division and Department goals through the sound and comprehensive management of programs.
  • Defining, initiating, and guiding the development and implementation of specific systems and processes to evaluate all aspects of management systems and their execution within the Division.
  • Providing advice and recommendations to the Assistant Attorney General and other Division senior officials regarding all aspects of organization, management, administration, and personnel issues.
  • Initiating and developing strategy and recommendations to improve current and future Division effectiveness and efficiency required to support the Division's mission and program goals.
  • Serving as an advocate for the Division's programs and resource needs with Congress, the Office of Management and Budget, the General Accountability Office, DOJ leadership, and the Department's Justice Management Division.

Qualifications

Preferred Qualifications :
  • Experience in the development, design, implementation and oversight of high quality administrative, technological, and management services in a fast-paced, customer-service-oriented environment.
  • Working knowledge of federal personnel policies, practices and authorities, to include competitive and excepted service hiring as well as Schedule A authorities.
  • Experience leading a team responsible for providing administrative services to an organization similar in size and mission.

YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be submitted in one document that includes separate narrative statements addressing each of the 4 Mandatory Technical Qualifications .

MTQ 1. Experience managing administrative functions, including budget, human resources, and information technology.

MTQ 2. Experience managing and leading a diverse professional, technical, and administrative staff across multiple functional areas.

MTQ 3. Experience providing advice and counsel to senior leadership on complex management issues, which may include organizational issues, management priorities, and sensitive personnel matters.

MTQ 4. Experience serving as an advocate for programs and resource needs with various senior level groups, both internal and external.

IN ADDITION, YOU MUST CLEARLY DOCUMENT AND DEMONSTRATE THE FOLLOWING EXECUTIVE CORE QUALIFICATIONS (ECQ) EVIDENCE BY ADDRESSING EACH OF THE (5) ECQs IN A SEPARATE RESPONSE FOR EACH:

ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN. This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN. This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, and Public Service Motivation. The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narratives. It is not necessary for you to address the Fundamental Competencies directly as long as the narrative, in its totality, shows mastery of these competencies on the whole.

Qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have a substantive general experience that provides a good basic or general knowledge of the principles of organization, management, and administration; and substantive specialized (operating, administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application. SES CDP graduates must also submit responses to the MTQs. Responses to the ECQs are not required for current SES or CDP graduates.
