Summary

About the Position: This position is for a Lead Program Analyst within the Program Analysis Branch, Program Analysis and Cost Division, CECOM G8.

The pay band NH-03 includes the General Schedule graded equivalent to GS-12 through GS-13.
Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities

Responsibilities

  • Plan, direct, review, manage and control the program planning, execution, evaluation and financial management functions of assigned programs and Command resources.
  • Assigned functions require major program controls, continuous fiscal surveillance, and extensive coordination with the Army Materiel Command, and other Army commands and agencies.
  • Applies extensive knowledge of the different functional programs and program planning evaluation and budgeting techniques to accomplish assigned duties.
  • Assesses Command's progress in achievement of program objectives, weighing degree of urgency against schedules and funding, and identifies conflicts between requirements and resources.
  • Translates operational and mission needs into programmatic requirement descriptions and impact statements and directs the preparation of plans.
  • Plans work to be accomplished by team members and supporting personnel, setting priorities and scheduling completion.
  • Facilitates team initiatives and builds consensus among team members.
  • Research and apply qualitative and quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). To qualify for this position your resume must describe at least one year of specialized experience equivalent to the NH-02 pay band/GS-11 grade level in the Federal service. Specialized Experience is defined as: (1) Provides analytical expertise in the area of program analysis cost analysis, and long range fiscal planning; (2) Conducts cost comparison/benefit studies of current or projected programs; (3) Performs programming, analysis, and control of funds; and (4) Provides guidance and advice on reprogramming of funds and funding levels of assigned programs

  • This is a DoD Acquisition Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. The salary for this position ranges from the equivalent of GS12/step 1 to GS13/step 10.
  • You will be required to undergo a background investigation leading to the successful adjudication of eligibility for Secret security clearance. Derogatory information developed during the background investigation, such as a criminal history or an adverse credit history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
  • This is an Army Acquisition Workforce position. Selectees must meet position requirements for certification at Level II in Acquisition Career Field Business-Financial Management within 24 months of entrance on duty.
