Responsibilities

MAJOR DUTIES

As a Purchasing Agent, your major duties and responsibilities include:
  • Procuring various types and categories of supplies, equipment and services in accordance with the Federal Acquisition Regulations (FAR),DHHS Federal Acquisition Regulations (HHSAR), Federal Supply Schedule, or other related Federal Procurement regulations and Human Services Acquisitions Regulations (HHSAR).
  • Determining the proper procurement method from sources such as: 1) blanket purchase agreements, 2) unilateral and bilateral purchase orders, 3) purchase card order, 4) professional and/or technical service contracts, 5) maintenance contracts, 6) repair orders, and 7) purchase orders, etc.
  • Responsible for post-award administration of orders through receipt of final payment by the vendor.
  • Maintaining up-to-date-files of all procurement documents as required by regulations and maintains numerical logs for all procurements.
  • Utilizing the Automated Procurement Program (PRISM) via personal computer (PC) to obtain authorized purchase numbers for records of call, repair or scientific equipment, professional service contract and reprint orders.

QUALIFICATION REQUIREMENTS

In order to qualify for this GS-9 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-08 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience equal to the GS-8 level include performing the following types of tasks on a regular and recurring basis:

Evaluating bids or proposals for supplies or services to ensure compliance with Federal Acquisition Regulations, specifications or purchase descriptions; and, using an automated procurement tracking system to create, award, track and monitor purchasing actions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
