The Contracts and Sourcing Specialist will have oversight for the creation, negotiation and upkeep of system-wide contracts for supplies, commodities and/or similar services, targeted to their specific area(s) of responsibility . The individual in this role will manage existing agreements, lead request for proposals (RFP), conduct cost/benefit analyses to assess other possibilities for contracts, products and services, orchestrate the arrangement of business reviews, monitor vendor performance and compliance and oversee rebate management and contractual customer service with vendors. The Contract Specialist will work in concert with multiple departments in the Children's National Health System network and will report directly to the Contracts & Sourcing Manager.

Qualifications

Minimum Education
Bachelor's Degree (Required)
Master's Degree Supply Chain Management, Business Administration, Healthcare Management or related field (Preferred)

Minimum Work Experience
5 years Relevant work experience in contracting, materials management, or a purchasing function (Required)

Required Skills/Knowledge
Must have demonstrated skills and abilities in negotiations, problem solving, analytics, written and verbal communication, interpersonal skills, participation and team leadership, ability to management multiple initiatives and Microsoft Office, with particular strengths around Excel.
Knowledge in medical/surgical supplies & equipment is desired.

Functional Accountabilities
Contract Management and Requests for Proposals (RFP's)
  • Proactively analyzes spend data to develop areas for enhancement/new contracting/bidding within their respective area(s)
  • Manages RFP process from bid development to award and post award review of vendor performance under the direction of the Contracts & Sourcing Manager.
  • Manages GPO and local contracts for reviews, renewals, activations, etc., within their respective area(s).
  • Collaboratively works with departments to centralize and negotiate contracting within Supply Chain.
  • Contributes to centralized contract database, for agreements within specified area(s).
Cost Savings/Sourcing/Negotiations
  • Under direction of Contracts & Sourcing Manager, collaboratively develops high level sourcing and negotiation strategies via analysis of key cost drivers (price, product, and process), supplier, market, technology profiles, rationalization, and contract optimization.
  • Align with Legal department to assure contractual terms mitigate exposure and risk and comply with CNHS Legal policies and procedures.
  • Utilizes price benchmarking tools to negotiate and achieve market best pricing (Price Performance, Spend Management, etc.)
Capital Procurement
  • Supports and negotiates any capital equipment within their respective area(s).
  • Supports Contracts & Sourcing Manager and Director of Supply Chain under the Capital Allocation process.
Value Analysis and Purchasing
  • Collaborates with Value Analysis Clinical Program Coordinator translating customer needs into sourcing, bidding and negotiation strategies.
  • Identifies and presents opportunities for savings based on contract analysis, pricing and market benchmarks.
  • Communicates details and terms of new contracts to facilitate implementation in coordination with clinical impact.
  • Collaborates with Purchasing Buyers in contract negotiations over a defined purchasing dollar threshold.
Supplier Management
  • Establishes performance metrics/dashboard and reviews with suppliers on a regular basis to ensure suppliers are meeting contract obligations.
