Stormwater Management Civil Engineer IV

Are you an experienced stormwater management and water resources civil engineer that is well-versed in the design and implementation of stormwater best management practice (BMP) infrastructure projects, with a focus on green infrastructure practices to reduce pollution in stormwater runoff? If so, you are encouraged to apply for the Stormwater Management Civil Engineer IV position in the Department of Transportation and Environmental Services (T&ES), Stormwater Management Division, to administer advanced engineering principles and practices to protect and enhance local water quality, the Potomac River, and the Chesapeake Bay.

A person in this role will be challenged by leading the City’s efforts in the design and construction of complex stormwater quality capital infrastructure projects per the City’s Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan , with a focus on green infrastructure and environmental restoration; and assist in review of development plans for compliance with stormwater management requirements in the City’s Environmental Management Ordinance consistent with the Virginia Stormwater Management Program (VSMP).

The Opportunity
  • Leads the planning and implementation of stormwater quality BMPs for T&ES as the project sponsor department working with the Department of Project Implementation (DPI), with a focus on green infrastructure (GI), Low Impact Development (LID), and stream restoration projects to protect and enhance local water quality, the Potomac River, and the Chesapeake Bay
  • Works with DPI to lead a project team that develops plans, specifications, and bid documents as needed to ensure that items are complete, accurate, and in accordance with good engineering practice
  • Leads the City’s efforts and strategies to comply with the Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan
  • Assists in the management of the Stormwater Utility program in adherence with program goals and objectives
  • Works as senior project team member in the preparation of plans, specifications, cost estimates, and bid packages along with DPI as project manager
  • Assists in review, design, and implementation of stormwater management BMPs for compliance with local, state, and federal laws, regulations, policies, and practices as needed
  • Performs general civil engineering practices related to urban stormwater
  • Leads environmental restoration efforts to include T&ES participation in community engagement for stream restoration projects and consideration of design alternatives
  • Represents T&ES at public hearings before the City Council, Planning Commission, and/or Environmental Policy Commission, and serves as an internal stormwater quality expert on panels, commissions, and technical advisory committees
  • Performs related work as required.

Minimum & Additional Requirements

To qualify for this position, an individual must possess a Bachelor's degree in civil engineering or other related field and eight (8) years of experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must possess, or obtain within six months of employment, a license to practice as a Registered Professional Engineer in the Commonwealth of Virginia.

Preferred Qualifications

The ideal candidate will have experience in public speaking, organizing community meetings, conflict resolution, and dealing with elected representatives and appointed officials; experience in stormwater management, storm sewers, hydrology and hydraulics, managerial and structural best management practices, erosion and sediment control, and/or water resources; will be proficient at implementing programs to meet environmental targets related to regulatory permit requirements; and will be familiar with local, state, and federal regulatory requirements related to stormwater management and a stormwater utility program.
