Summary

The Web Designer/Senior Programmer will work with the Department of Education to migrate public facing website to another platform.

Responsibilities
  • Serve as liaison between the OIG and the oversight.gov web team involved with the migration to help develop technical solutions to the identified requirements.
  • Review current website, identify content to be migrated, designing, writing, updating, and maintaining the new website.
  • Assist in developing site map for proposed new website based on best practices for web design, navigation, and search engine optimization.
  • Propose and develop rewrites, new content, and new graphics to best convey the information on new website.
  • Review content to ensure all required content is migrated to the new site and all statutory requirements are met.
  • Help monitor and evaluate analytics for the new site and recommend changes to optimize content and best serve users.
  • Update new website as needed, including posting new products, adding, or editing pages and other content, and updating files as requested.
  • Ensure all pages and content are accessible in accordance with Section 508 of the Individuals with Disabilities Act.
  • Set up the initial environment in Drupal 8 or 9 and manage subsequent updates and administration.
  • Content migration, to include, but not limited to PDFs, Microsoft Office documents, JPEG, MP3, and HTML. Podcast RSS, video content, and social media feeds must be integrated.
  • Other duties as assigned

Qualifications
  • Bachelor's degree in Computer Science, Information Systems, or related field and 6+ years of programming and web design experience
  • 10+ years of programming and web design experience can be used in lieu of degree.
  • Top secret clearance required.

Knowledge, Skills and Abilities
  • Ability to obtain Baseline IAT-II certification IAW DoD 8570.01-M requirements within 90 days of contract start.
  • Strong knowledge and skills in:
  • Content strategy
  • Responsive website design and development
  • Designing and updating a Drupal 8 or Drupal 9 enterprise CMS
  • Search engine optimization, website usability, 508 compliance and site analytics
  • Web writing, illustration, and graphic design
  • Knowledgeable of content management system TeamSite and oversight.gov platforms.
  • Ability to work nights, weekends, and holidays as required.
  • Ability to maintain top secret clearance.
