The Management and Program Analyst will provide support services to contribute to the mission of the U.S. Agency for International Development (USAID).

Advancing the use of intelligent automations (IA) in the Agency is our new and exciting frontier. Under this task order, the Contractor will provide support services focused on IA to contribute to the mission of the U. S. Agency for International Development (USAID). The primary objective of the task order is to provide services and deliverables through the performance of a Management and Program Analyst for Intelligent Automations.

The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. Working with governments, institutions, and civil society, the agency assists individuals to build their own futures by mobilizing the full range of America's public and privacy resources through its expert presence overseas.

In the fall of 2017 USAID embarked on an ambitious Transformation to shape the USAID of tomorrow and work towards ending the need for foreign assistance. Vital to the success of Transformation and advancing countries on their Journey to Self-Reliance was rethinking how the agency's core functions of partnering and procurement take place. To articulate the overall vision USAID developed an Acquisition and Assistance (A&A) Strategy, the first ever strategy for the agency, which was released in December of 2018. The A&A Strategy outlines a series of guiding principles for how USAID will do business.

The Management and Program Analyst will work with a small, enthusiastic team to help lead automations in business management for acquisitions and assistance work. The Management and Program Analyst for Intelligent Automations will focus on internal Office of Acquisition and Assistance (M/OAA) day to day work. For example, automate spreadsheets commonly used or the automatic development of a document pulling data from another document. Such automations would use existing technologies used in the Federal Government and or Agency (Python, Ui Path, etc.).

The Management and Program Analyst for Intelligent Automations will provide management analysis and monitoring and reporting services to M/OAA for Implementation reporting to the Director of M/OAA and taking day-to-day technical direction from the Deputy Directors of M/OAA and Special Advisors.


The Management and Program Analyst for Intelligent Automations will assist M/OAA with its management activities. By its nature it requires versatile skill sets to take on many tasks. Specifically, the Management and Program Analyst will support the following functions:
  • Additional Duties: Intelligent Automations and Artificial Intelligence (AI) Initiative
  • Identify and provide essential development where IA or potential AI can help expedite the A&A process
  • Develop process flow and requirements development skills to convey the customer needs
  • Development of User guides/FAQs/websites to communicate and train users
  • Manage customer relationships, finalize requirements jointly with customers, present periodic status, and project performance reviews
  • Responsible for all activities related to development, design, implementation, testing and deployment of IA solutions, including code development as needed, such as using UiPath technologies and emerging coding in the federal space.
  • Expertise with harnessing Google applications and creating professional formatted documents and user friendly interface
  • Liaise with a team of developers with various skill levels
  • Responsible for team improvement activities.
  • Maintain technical documentation and communicate concepts to team leads and develop/coordinate presentation to Bureau leadership
  • Organize design reviews and code review
  • Provide support for improving Agency systems using Sales Force
  • Provide general systems support across A&A tools
  • Provide management visuals of progress through dashboards, graphics, etc.
  • Provides general systems support for other systems. Provides support in requirements developments and or any kinds of analytics or administrative system accuracy checks etc.
  • Assist and participate in analyzing program performance data to identify trends, issues, problems.
  • Assist senior specialists in conducting special studies or research projects related to specific program goals and issues.
  • Support planning, developing, and conducting internal review studies of related line functions and/or programs with technically complex characteristics.
  • Plan, schedule and conduct analysis of project operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of program operations.
  • Produce and/or present information and findings in a variety of formats (e.g. articles, papers, studies, briefings, other media, etc.).
  • Independently performs administrative management functions that service and/or fulfill several organizational requirements. Applies existing and new policies, provides advice on requirements, maintains databases that reflect the fulfillment and/or status of administrative requirements and/or systems, prepares administrative paperwork, and maintains an awareness of the status of the organization's personnel actions.
  • Drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided.
  • Establishes and maintains effective working relationships with agency staff, headquarters staff, state, and local officials, and/or private industry individuals. Follows guidelines and procedures to develop communications plans in support of an organizational program; reviews them for impact and effectiveness.
  • Plans and conducts public meetings, briefings, and other activities in support of a program. Coordinates the development and release of information in substantive program areas, such as press releases, fact sheets, newsletters, or other briefing materials. Other Performance Management Tasks as assigned.
  • Designs and maintains activity tracking mechanisms for use by management.
  • Other duties as assigned


The candidate must have a bachelor's degree in Business, Information Technology, or a related field, plus (preferred, but not required) at least two years of specialized experience, assisting in the intelligent automations' arena.

The following are skills that will be pertinent to this position:
  • Understanding and developing automations, reviewing, analyzing, and evaluating various operational management policies, strategies, directives, program plans, procedures, processes, and other systems to assess their effectiveness and efficiency and impact on programs.
  • Applying analytical and learning methods to measure quality and efficiency to promote improvements to agency programs; and
  • Preparing surveys, visuals, presentations, talking points, various reports and information on metrics and trends for various management and program systems.

  • In case of a master's degree, the candidate may have one to three years of specialized experience in the above work areas.

    Project Management skills required, including knowledge of Project Management Software or the ability to quickly gain such knowledge for forming similar tools for management (see additional duties below) required.

    Knowledge, Skills and Abilities
    • Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable though not required.
    • Ability to obtain and maintain a USAID facilities access.
    • Required to adhere to Chenega Corporation mandate that all employees must be fully vaccinated to COVID-19 by December 8, 2021.
