Position Information
The Department of Parks and Recreation (DPR) seeks a seasoned HR Organizational Development Specialist with a strong organizational development and change management background to provide leadership in cultural shift and approaches for the department. The Specialist will plan, design, and execute programs and coaching solutions to ensure the organization is equipped to meet current and future workforce and business needs. This position will also be responsible for providing ongoing analysis of DPR's organizational structure, responsibilities, reporting relationships and work processes to determine department-wide programs and/or training initiatives that need to be transformed or implemented to increase organizational effectiveness.

In partnership with other HR professionals and County training staff, the Specialist will lead improvement initiatives such as Change Management as well as developing, assessing, facilitating and leading organizational development interventions, programs and processes to support departmental goals and strategy implementation. This position will report to the DPR Human Resources Section Manager.

Specific responsibilities:

  • Advising on strategic change management initiatives, organizational realignment, and conflict management;
  • Implementing large-scale organizational changes that are sustainable and developing solutions that can be integrated into the business;
  • Managing projects which include overseeing budgets and timelines for change initiatives to ensure implementation, progress, and results;
  • Creating and facilitating team building exercises to improve morale and functionality, including leading teams and large and small group events;
  • Conducting workforce and organizational studies and needs assessments;
  • Monitoring and tracking employees and managers training and development needs, including evaluating and re-engineering existing training and development programs;
  • Partnering with HRD Training and Development to create and deliver curriculum to employees and management to address training gaps;
  • Serving as the back-up trainer for the Workforce Development Specialist and Safety Coordinator;
  • Partnering with senior management to design and implement comprehensive organizational development initiatives, programs, training materials, and action plans to improve performance; and
  • Developing, designing and implementing mentorship programs.
The ideal candidate will possess:

  • Demonstrated skills as a proactive change agent with a strong sense of urgency for fostering a learning environment and demonstrating flexibility and adaptability;
  • A proven track record of working collaboratively across departments, functions and levels, and can quickly build knowledge of business operations and strong partnerships;
  • Knowledge of industry tools and resources for addressing organizational needs, with demonstrated experience designing teams; and
  • Ability to lead teams, influence leadership in a highly dynamic environment, and build credibility and influence, along with d edication to personal growth and development.

Selection Criteria
Minimum:

  • Bachelor's degree in Organizational/performance Development, HR Management, Industrial/Organizational Psychology or related field; and
  • Experience developing and delivering organizational development solutions and/or large-scale change management initiatives ; including using project management or consulting skills.

Substitution: Additional qualifying related experience may be substituted for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with one or more of the following:

  • Master's degree in Human Resources Management or Industrial/Organizational Psychology; and
  • Certifications such as Certified Professional in Talent Development (CPTD) or CPLP, Associate Professional in Talent Development (APTD), International Coach Federation (ICF) credentials, International Society for Performance Improvement (ISPI) credentials (CPT, IPP, or CDT), or similar training development/instructional certifications.
and/or experience with one or more of the following:

  • Serving as a change agent, integrating change management methodology, philosophy and tools, and facilitating the transformation of a workplace culture;
  • Project management approaches, tools and phases of project lifecycle;
  • Assessing/analyzing organizational capability and developing and delivering innovative plans for change; and
  • Stakeholder relationship management, coaching, educating, giving and receiving feedback.

Special Requirements
A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

The Applicant must possess, or obtain by time of appointment, a valid Driver's license, or be willing to use alternative means of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. Applicant must authorize Arlington County to obtain or provide a copy of official state/district driving record.
