Position Information
The Department of Technology Services (DTS) is hiring 1-2 Deputy Directors to support the long-term and day-to-day business needs for the County's information technology (IT) services and operations. Reporting to the Chief Information Officer (CIO), the Deputy Director plays an integral role in the development, implementation, and administration of innovative IT solutions and digital strategy initiatives. Through proactive performance management, creative problem-solving, talent management and consultation, this leadership position is responsible for modeling and achieving a supportive, open, and empowered culture that sustains the County's operational service excellence.

Arlington County is experiencing remarkable growth in the adoption of technology requiring a transformative approach to the design and operation of core technology infrastructure and support services. This infrastructure is a hybrid environment with services supporting multiple lines of business throughout the County on a 24/7 basis through both premised and cloud-based resources.

This Deputy provides oversight and coordination for three DTS Divisions responsible for the following areas:
  • Digital Experience and Technology Innovations;
  • Enterprise Applications; and
  • Technology Infrastructure & Managed Services.
Specific responsibilities include:
  • Providing leadership and guidance of strategic IT initiatives; providing executive level technical expertise, in-depth guidance, counsel and support to teams of professionals;
  • Ensuring operational excellence of Arlington County's technology infrastructure, solutions, systems, support services, and digital innovation while Implementing continuous improvement programs;
  • Collaborating with internal and external business leaders to develop, implement, and operationalize support systems to align with business objectives;
  • Ensuring technology resource requirements meet tactical and strategic demands;
  • Aligning technology initiatives, projects and vision with County priorities;
  • Collaborating with the Department of Management and Finance to analyze the cost, risk and value of IT to advise and make recommendations to the CIO;
  • Acting on behalf of the CIO and in the absence of the CIO, and supporting the oversight of IT operations to improve cost and overall efficiency;
  • Managing strategic relationships with municipal, regional and state peers; as well as customers and key product and service providers; and
  • Providing oversight to the IT asset management team to ensure asset's full lifetime cycle value is achieved.

Selection Criteria
Minimum: A combination of education and relevant experience that demonstrates a record of accomplishment managing IT Operations and evidence of successful navigation in a political or highly participatory community environment. Typically, these skills and abilities would be demonstrated through a combination of education and experience that includes an advanced degree in Computer Science, Computer Engineering, Information Systems or a related field plus significant experience in Information Technology operations and leading teams in digital innovations and solutions, enterprise systems and support, and/or technology infrastructure and managed services.
