Position Information
Arlington County's Department of Libraries is seeking a Business Systems Analyst II to join its Technology Unit in directly supporting the department's robust technology needs for all staff and public users. The position requires coordination with major stakeholders across the County, including the Department of Technology Services (DTS), which maintains the enterprise-wide services and standards. Other stakeholders include Library vendors, upper and middle management, and module leads for the integrated library system (ILS).

Specific responsibilities include:

  • Resolving complex IT issues not resolved by the Department of Technology Services (DTS) or vendor;
  • Coordinating hardware, software, network and wireless support;
  • Managing relationships with vendors and other external entities;
  • Managing and maintaining public devices using Microsoft Azure and Intune;
  • Supporting staff computers and laptops, including library-related peripherals;
  • Developing office-wide technology-related matters procedures and process documentation;
  • Performing functional testing after patching and upgrades are applied;
  • Coordinating major upgrades with stakeholders;
  • Serving as team lead for the management and operations of technology matters to include maintaining relationships with business units and DTS;
  • Representing unit and department technology needs in enterprise-wide projects; and
  • Developing requirements and coordinating with the technical unit when system enhancements, patches or customizations need to be developed.
The ideal candidate will have:
  • Familiarity of library technology environment, including use of library specific software (Centurion Smartshield);
  • Understanding of authentication and access software (EZProxy); and
  • Familiarity with integrated library systems.

Selection Criteria
Minimum: Bachelor's degree in computer science, information systems or related field, plus experience in Microsoft Azure and InTune; server maintenance; managing and implementing all phases of systems development lifecycle including two years of project management experience in a complex information systems environment.

Substitution: Additional qualifying experience as defined above may be substituted for the education requirement on a year-for-year basis.

The successful candidate will have the following:

  • Experience with mobile devices (iPads, Surfaces) and Macbooks;
  • Experience with Windows 10;
  • Experience with Windows server 2016, 2019 and SQL server 2016+; and
  • Some experience in the management of smaller projects or as a team leader on larger projects with major stakeholders, both technical and non-technical.

Special Requirements
Possession of, or ability to obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence and the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
