Summary

This position is located in the Division of Insurance and Research, Large Bank Pricing Section, with responsibility for implementing and monitoring the Corporation's risk-based deposit insurance assessment program for Large Banks.

Responsibilities

  • Serves as a subject matter expert on matters pertaining to deposit insurance pricing and emerging risks within the banking industry.
  • Plans, manages, and analyzes the financial performance and risk profile of Large Banks to determine the appropriateness of their calculated assessment rate and their relative risk rank.
  • Performs analyses of emerging risks and tends in the banking and thrift industries, including lending, investment and funding patterns, and concentrations, for the potential effect on the risk profile of Large Banks.
  • Reviews the effectiveness of insurance and supervisory programs designed to collect information on Large Banks and makes recommendations for improving quantitative risk measurement techniques.
  • Undertakes comprehensive reviews of Large Banks that have been identified as candidates for a potential scorecard adjustment.
  • Initiates and performs horizontal reviews of various Large Bank "peer groups" to identify pricing outliers and pricing anomalies.
  • Performs Call Report audits of Large Banks to identify potential reporting errors that may affect the calculation of assessment rates.
  • Prepares presentations and complex written analyses under tight time constraints.
  • Cultivates strong-inter-divisional relationships.

Qualifications

To qualify for CG-13: Applicants must have one year of specialized experience equivalent to the CG/GS-12 grade level or above in the Federal service. Specialized experience is experience examining or analyzing the financial conditions and performance of insured depository institutions; recommending for correction of weakness or deficiencies.

To qualify for CG-14: Applicants must have one year of specialized experience equivalent to the CG/GS-13 grade level or above in the Federal service. Specialized experience is experience examining or analyzing the financial conditions and performance of insured depository institutions; recommending correction of weakness or deficiencies; serving as a corporate/company liaison or technical expert.

Applicants must have met the qualification requirements (including selective placement factors - if any) for this position within 30 calendar days of the closing date of this announcement.

The competencies/knowledge, skills, and abilities (KSAs) you will be assessed on are listed below.
  • Knowledge of the principles, techniques, and theories of financial analysis.
  • Knowledge of bank examination techniques and the application of supervisory policy to analyze and communicate authoritative recommendations.
  • Knowledge of FDIC databases and the FFIEC's Consolidated Reports of Condition and Income (Call Report).
  • Ability to use software such as spreadsheets, database management, report writing, graphical presentation applications (such as Access, PowerPoint, Excel, and SAS) to compile information for analytical decision making.
  • Skill in written communication to present findings and make recommendations.
  • Skill in oral communication.
