Responsibilities

The Department of Technology Services provides an array of enterprise services to the judiciary, both for national judiciary systems managed by the Administrative Office (AO) as well as local court-managed systems across the country. The Chief Operating Officer provides technical and operational oversight to the AO Technology Office, the Cloud Hosting and Networks Office, the Enterprise Operations Center, and the Systems Development and Support Office.

The incumbent of this position will report to the Chief, Service and Business Management Staff and assist in the design and application of project management practices and principles across the aforementioned offices under the Chief Operating Officer supervision. The incumbent shall support the development of work definitions, scope, tasking, work scheduling, and project reporting of work.

Duties may include, but are not limited to, the following:
  • Change Management: Consistently following the change management process ensuring all scope changes are assessed for impact to cost, quality, and schedule with project teams.
  • Cost Management: Monitoring detailed cost, actual vs. budget trends, and developing forecasts. Highlighting cost variances along with mitigation plans in project reporting. Ensuring all contingencies are allocated appropriately and reported transparently in status updates. Preparing and reporting Earned Value Management (EVM) data to senior management.
  • Schedule Management: Ensuring appropriate base timelines and milestones are developed, and that updates are issued regularly and reconciled to the baseline. Ensuring any deviations and mitigation plans in the project are reported.
  • Budget: Ensuring projects adhere to allocated budgets. Collaborating with budget analysts on federal budget formulation and execution processes.
  • Risk Management: Holding a risk session with the project teams on a regular basis. Capturing risks and mitigation plans in a project risk register. Ensuring critical project risks and mitigation plans are identified in management reporting.
  • Preparing and supporting program review presentations for senior managers and executives.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate ALL areas defined below:
  • Applying project management principles and practices.
  • Experience with project cost, schedule, and change management responsibilities.
  • Experience with broad operational portfolio management and data analytics and visualization.
