Responsibilities

As Deputy Executive Director, Program Management, in the U.S. Border Patrol (USBP), you will assist the Executive Director in overseeing the acquisition and implementation of operational requirements and ensuring that the delivery of services is within a framework of best practices, rigorous governance, and accountable management.

You will oversee the activities of multiple acquisition programs and projects within the Program Management Office Directorate (PMOD), including those responsible for level 1, 2, and 3 major and non-major acquisition programs, and execute strategic plans and initiatives to meet current and future acquisition requirements.

You will provide expert operational advice and guidance regarding acquisition, procurement, contracting requirements, and implementation of program resources and operational requirements. You will explore alternative concepts and other methods to satisfy the mission and needs of USBP. You will work closely with the Strategic Planning and Analysis Directorate, Law Enforcement Operations Directorate, and Mission Readiness Operations Directorate, to ensure that strategy-led, operationally-informed capability and program requirements are developed and robust requirement documentation is in place.

You will provide technical and operational guidance to PMOD staff in terms of threat, vulnerability, and risk analysis that drives investment for the USBP for pre-award and post-award activities. You will actively participate on executive-level boards and committees as a USBP representative on its acquisition management activities. You will serve as a representative and consultant at interagency and international meetings. You will ensure that USBP effectively and efficiently conducts business with the private sector and monitor and improve program management within CBP.

You will represent the interests of the Chief of the USBP on matters concerning mission technology and services programs. You will brief high-level officials, including Departmental officials, the Commissioner of CBP, the Deputy Commissioner of CBP, Executive Assistant Commissioners, Assistant Commissioners, subordinate senior managers, other Federal agency representatives within and outside the Department of Homeland Security, state and local government officials, private industry, and the general public, when appropriate.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Executive Core Qualifications - Mandatory

Technical Qualifications - Mandatory

6. Expert knowledge of federal laws, rules, and regulations related to border patrol operations (e.g., detection, apprehension, and deterrence of terrorists and their weapons, illegal immigrants, and contraband entering the United States).

7. Experience overseeing the effective use of surveillance and detection technology to achieve results in an operational environment.

Additional information

Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Travel: Overnight travel may be required on a regular and recurring basis.

Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 10 regular paid holidays each year.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A security clearance will be required upon appointment.

Drug Testing: This position has been identified as a Testing Designated Position under the U.S. Customs and Border Protection Drug-Free Workplace Program. Satisfactory completion of the drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing.

Law Enforcement Retirement: This position will carry secondary law enforcement coverage as provided in 5 U.S.C. 8336(c), and 5 U.S.C. 8412(d), for eligible law enforcement employees. Employees who reach age 57 with at least 20 years of creditable service under law enforcement provisions are subject to mandatory separation from this position. Federal employees who currently work in a primary/rigorous law enforcement position and do not have a break in service of more than three days are eligible to continue coverage in a secondary position.

Lautenberg Amendment: This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [TITLE 18, U.S.C., SECTION 922(G)(9)]. A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (TITLE 18, U.S.C., SECTION 1001).

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your résumé will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The U.S. Customs and Border Protection Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
