This assignment is a 1-year non-reimbursable assignment.

The position serves as a Senior Director in the Office of the Homeland Security Advisory Council (HSAC), Office of Partnership and Engagement (OPE), Department of Homeland Security (DHS).

The work is typically performed remotely and in an adequately lighted and climate-controlled office. Incumbent will be able to telework 2 to 3 times a week if desired once the campus is reconstituted.

OPE promotes an integrated approach to homeland security by serving as DHS's primary liaison to partners in the private sector, academic community, and state, local, tribal, and territorial governments. The HSAC reports directly to the Secretary and senior leadership. The HSAC is the Secretary's external strategic advisory board, providing nonpartisan and organizationally independent recommendations to the Secretary at his request.

Serves as the principal Deputy to the HSAC's Executive Director and as an Alternate Designated Federal Official for the HSAC as such provides management and oversight of HSAC membership and its subcommittees. Supports the HSAC Executive Director and senior DHS leadership on all efforts related to HSAC membership, HSAC subcommittees, HSAC meetings, and HSAC taskings. Works with the Executive Director to establish, implement and measure annual HSAC strategies, goals and objectives.

Builds and maintains relationships with HSAC members, subcommittee members, and other relevant stakeholder groups. Manages and ensures the completion of taskings in a timely manner. Assists the Executive Director in the administration of the HSAC to include HSAC members' financial disclosure forms and subcommittee members nondisclosure and gratuitous agreement forms.

Develops technical and policy papers, speeches, reports, testimony and various types of correspondence regarding HSAC issues. Drafts briefing memoranda, talking points, and other materials to support HSAC, OPE, OLA, OPA, and Front Office leadership.

Identifies areas for performance measurement and quality improvement and leads development and administration of quality assurance activities.
Continually fosters effective and harmonious working relationships with other departments, for purposes of sharing and gathering pertinent information that could advance and improve HSAC capabilities and effectiveness.

Represents HSAC at HSAC and subcommittee meetings, inter-departmental meetings, conferences, interagency task forces, and governmental seminars.

Oversees office operations including administrative management, development of Standard Operating Procedures (SOP), responses to correspondence, Continuity of Operations Programs (COOP); asset inventory management, and contract oversight.

Qualifications required:
  • Skill and ability to communicate, both orally and in writing, sufficient to give presentations to various internal and external groups and to provide information on the department's programs, objectives and activities. Skill in writing and editing a variety of materials sufficient to convey information in a style and manner suitable for a range of audiences.
  • Ability to represent an organization, negotiate consensus decisions, or advise at an executive level including to senior executives, shareholders or other government officials.
  • Thorough knowledge of the current and planned DHS organization, functional roles and perspectives and operational responsibilities, work processes and procedures, as related to the performance of major programs.
  • The employee uses judgment and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by others within or outside the OPE, and HSAC. The employee is recognized as a leader in program planning and evaluation.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
