Summary

This position is located at The Office of the General Counsel, Department Of Energy (DOE). As an Attorney-Adviser (General), you will be responsible for providing legal review and general legal services to Department of Energy (DOE) on matters pertaining to constitutional law, tax law, personnel law, appropriations, EEO matters, data collection forms, the Freedom of Information Act, the Privacy Act, Federal Advisory Committee Act, Program Fraud Civil Remedies Act and various DOE directives.

Responsibilities

As a full performance level Attorney Adviser (General), you will:
  • Perform legal work in the areas of information law, fiscal law, debt collections, liaison with the Office of Management and Budget regarding proposed Executive Orders and other Presidential documents, review of memoranda of understanding, and other general legal matters involving Department of Energy (DOE).
  • Provide legal advice and determinations on extraordinary and complex questions involving the application of advanced theories, concepts, principles and processes which require expertise applicable to a wide variety of situations and problems.
  • Analyze pertinent provisions of the DOE Act, title 31 of the United States Code (Money and Finance), Atomic Energy Act and other Sources of legal authority.
  • Participate in high-level meetings and discussions with senior-level management officials of OGC and the Department, as well as those in other agencies.
  • Draft opinions for the General Counsel and senior legal staff.

Qualifications

BASIC REQUIREMENTS:
All candidates must meet the minimum education requirements of successful completion of a full course of study in a school of law accredited by the American Bar Association (ABA) with a professional law degree (LL.B. or J.D.) and must be a current member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

QUALIFICATIONS:
GS-11: Have a professional law degree (LL.B. or J. D.) and membership in a State or District of Columbia bar and advanced educational attainments that clearly indicate the ability to independently perform legal work.

GS-12: Have a professional law degree (LL.B. or J. D.) and membership in a State or District of Columbia bar and one year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work.

GS-13: Have a professional law degree (LL.B. or J.D.) and membership in a state or District of Columbia bar and one year of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work and one additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.

GS-14: Have a professional law degree (LL.B. or J.D.) and membership in a State or District of Columbia bar; and three years of professional (attorney) legal experience and advanced educational attainments that clearly indicate the ability to independently perform complex legal work; and one additional year of professional (attorney) experience at a level of difficulty and responsibility equivalent to that of an attorney at the grade immediately below the one being filled.

Education

Candidates must be a graduate of a law school accredited by the American Bar Association with a Juris Doctor (J.D.) degree or a Bachelor of Law (LL.B.) degree.
