This position is in the Ronald Reagan Building and International Trade Center , 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of the General Counsel, at the U.S. Agency for International Development (USAID).

Responsibilities

As an Administrative Officer, you will:
  • Project organizational requirements through analysis of historical and current activities, and anticipated program initiatives, priorities, and manpower trends, insuring that management is provided with organizational reports, projections, and recommendations.
  • Serve as part of the assigned organization's administrative management team, coordinating the implementation of USAID administrative programs and systems, and implementation of new safety and/or security standards.
  • Plan for and coordinate special requirements for hard-to-find supplies or property, or coordinates extremely difficult office moves and provide administrative support for conducting periodic inventories of all equipment and property and resolving discrepancies on the inventory list with the actual inventory.
  • Conduct security reviews of facilities; provide security briefings to employees while implementing security measures regarding entry authorization of employees and visitors to the building; investigate and assess compromises of sensitive/classified materials.
  • Coordinate unusual requirements in managing services and supplies for an organizational facility; set up and maintain systems required for controlling and tracking purchases, supply movement, and office moves; takes periodic inventory of all equipment and property, resolving discrepancies on inventory lists with actual inventory.
  • Analyze established programs and perform program liaison duties to support long-and short-range administrative planning activities for the organization; research and provide substantive information to organizational managers participating in the planning activities, thereby influencing decisions and actions involving established programs and projects.
  • Develop, interpret, and implement procedures and guides for organizational services provided; serve as the contact person concerning all administrative issues.
  • Purchase items for the office using the government purchase card.

You must meet the Time-in-Grade requirements by the closing date of this announcement. To meet these requirements, you must have served at least 52 weeks at the next lower grade level (or equivalent) of the position advertised in this vacancy announcement.

Qualifications

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) creating request for Personnel Action, for various personnel actions such as recruitment, separation, on-boarding, and promotions; experience ensuring all support activities related to timekeeping, preparation and processing of travel documents, conference planning, arranging teleconferences, solicitation of hotel and meeting space, equipment maintenance, mail processing, correspondence, responses to telephone requests for information; (b) experience in managing services and supplies, setting up and maintaining systems required for controlling and tracking purchases, supply movement, and office moves; (c) experience providing security briefings to employees while implementing security measures regarding entry authorization of employees and visitors to the building; and (d) skill in purchasing items for the office using the government purchase card to enable the user to procure up to $200,000 per month with a $25,000 single purchase limit.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

CTAP / ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
