Summary

This position is located in the Spanish Service of the Latin America Division. The position serves as Supervisory Managing Editor and is responsible for providing supervision for television programming including newscasts, news programming, special coverage, projects, and content for affiliate stations in the region. The incumbent supervises a team of anchors, reporters, and freelance journalists in the United States and Latin America.

Responsibilities

Duties include, but are not limited to:
  • Supervises a team of anchors, reporters, and freelance journalists, involving a full range of supervisory duties, including but not limited to:
    • Planning, assigning, and reviewing the work of subordinate personnel;
    • Providing guidance, assistance, instruction, and counsel to subordinate staff pursuant to their work assignments, priorities, training, conduct, accomplishments, and the like;
    • Approving promotions, reassignments, and other personnel actions;
    • Developing position descriptions;
    • Approving or disapproving requests for employee leave; requisitioning certificates of eligible candidates, interviewing candidates,
    • Making hiring selections for vacant positions;
    • Developing performance standards and appraising employee performance against them;
    • Identifying required training; providing on-the-job, formal, and informal training opportunities and developmental programs;
    • Hearing and resolving employee complaints;
    • Effecting disciplinary and adverse actions;
    • Ensuring that employees work in a safe environment and that they receive equitable opportunities;
    • Independently assessing, appraising, evaluating, and refining the work processes of the division to increase operational efficiency; and
    • Supporting equal employment opportunity, diversity, and inclusion.
  • Plans, organizes, manages, and executes multiple tasks associated with multimedia broadcasting, involving newscasts, news programming, special coverage, projects, and equivalent content. This includes, but is not limited to:
    • Providing editorial oversight of television programming for the Spanish Service.
    • Monitoring and reviewing items developed by the team for television output.
    • Ensuring adherence to VOA's Best Practices Guide and Editorial Standards.
    • Creating and implementing marketing strategies that result in audience growth and that focus on the strategic target market.
    • Taking a leading role in guiding the team in the development of strategies focused on content creation and distribution in markets where access to content is limited and challenging; and, reaching audiences in markets where there are significant issues related to press freedoms and access to content.
    • Participating in development of short- and long-term strategic plans for the Spanish Service for the Latin America Division.
    • Staying abreast of political climate, current events, culture, economy, and related matters, as it relates to media and cultural dynamics in the U.S. and Latin American target region.

    • This position has been designated supervisory requiring that the selectee on an initial appointment as a supervisor or manager serve a one-year probationary period.

    • The full performance grade level for this position is GS-14.


    Qualifications

    Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector AND fluency in Spanish and English that demonstrates ability to direct content production, plan coverage of news events, assign reporters and editors, write, edit, report, interview and announce broadcasts in the Spanish language.

    Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience must include all of the following:
    • Serving as acting supervisor, leader of formal or ad-hoc teams, team leader, or project leader; overseeing and reviewing the work of reporters, journalists, stringers and other staff; or other performing equivalent assignments that prepared applicant for supervising a subordinate staff.
    • Performing senior level journalism and editorial duties, which included developing strategies focused on content creation and distribution in markets where access to content is limited and challenging.
    • Performing assignments that provide a good understanding of political, economic, cultural and historical conditions in the United States and Latina America, including the subtle cultural differences between the U.S. and the Latin American region, as well as providing an overall understanding of U.S. policies on global issues, such as foreign relations, economic security, environmental protection, and other concerns, to produce programming tailored to the target audience.

    There is no specific educational requirement and applicant cannot substitute education for experience at this grade level.
